address my question about whether manipulation taking place and explain
that cloud sitting does take place typically in the Western US.
What is it that Florida's new law will do and
will it have any impact? So you've got it. Godertie
Santi has announced that he will sign the bill into
law banning geoengineering and weather manipulation within the state. So

(01:30):
the soon to be policy entitled Geoengineering and Whether Modification
Activities expressly prohibits geoengineering and weather modification activities. That's in
the law itself. As the bill notes, the law prohibits
the injection, release, or dispersion by any means of a chemical,

(01:51):
a chemical compound, a substance, or an apparatus into the
atmosphere within the borders of the state for the express
purpose of affecting the temperature, whether climate, or intensity of sunlight.
And Additionally, while the law takes effect July first, as
of October first, all airports must report any aircraft equipped

(02:13):
with any part, component, or device used for the intentional emission, injection, release,
or dispersion of air contaminants into the atmosphere for the
purpose of affecting temperature, whether climate or the intensity of sunlight.
To the Florida Department of Transportation. Okay, so what many

(02:34):
probably weren't aware of is that the state of Florida
has authorized weather modification programs under this law since nineteen
fifty seven, so it has been a legal thing that
you could do under existing law. Those seeking to engage
in whether modification programs had to apply for a permit
to be able to do so, and that's exit into

(02:54):
your question about whether the law is going to have
any impact. The first document of weather manipulation have it's
in the US occurred in the early nineteen twenties. Following
World War One. It became a Defense Department objective to
disperse fog for the ability to better conduct military operations,
and their experimental project called FIDO the Fog Investigation in

Dispersal Operation that was carried out between nineteen twenty one
and nineteen twenty five, and the projects used electrified sand
to attempt to disperse fog at higher altitudes. However, by
nineteen twenty five they're like, eh, yeah, this thing doesn't
really work, so they went aheaded and candid like don't
try to electrify the sand anymore. So the next known

attempted weather a modification deal happened with a hurricane. You
had General Electric that teamed up with a US military
in nineteen forty seven on a cloud seating project that
was meant to try to steer a hurricane away from
the mainland. The hurricane which was known as Hurricane. They

went ended and seated this thing. They tried to steer it,
and it probably made a B line four Savannah nailed Savannah,
and so that was like, oh, I didn't that certainly
didn't work out the way we hope. They're probably shouldn't
do that stuff anymore either. So that was the last
time we tried to steer hurricanes or see them. That

wasn't though, the end of the cloud seating experiment, because
one thing that kept coming back to is but it
looks like the cloud seating thing might work. So over
the next two years, get a bunch of cloud seating
tests fifteen of them in total that were studied in
the Hawaiian Islands, and by the end of the study
it's had a large rainfall values associated with seed. The
clouds are of particular interest and so that has been

the focus of weather modification manipulation programs in the US
ever since, starting in nineteen seventy nine, public disclosure of
any weather modification project has been mandatory, and NOAH maintains
those reports so about that. Over the past year, government

(05:07):
records show cloud seating programs were active in California, Colorado, Idaho, Nevada,
New Mexico, North Dakota, Texas, Utah, and Wyoming. At the
same time, NOAH has been downplaying the role in significance
of weather manipulation and Noah's role in any efforts. There
have been a lot of claims that Noah's out there

(05:28):
doing all this, you know, kind of dark stuff behind
the scenes. They put out a fact check report in
October where they said we are debunking weather modification claims
that stating that no technology exists that can create, destroy, modify, strengthen,
or steer hurricanes in any way, shape or form. NOAH

(05:50):
does not modify the weather, nor does it fund participate
in or oversea cloud seating or any other weather modification activities.
They state that NOAH does not fund or participate in
cloud seating or other weather modification projects. They say radars
are tools for observation and are not able to direct
the motion or intensity of air masses or storms. They

(06:15):
say solar geoengineering, a theoretical practice which should modify the
atmosphere to shade the Earth's surface by reflecting sunlight back
into space, is not taking place at scale anywhere in
the world. And they say that Noah is not conducting
solar geoengineering. And they also went on to say that
cloud seating is the only common weather modification activity currently

(06:37):
practiced in the United States, typically by private companies in
western mountain basins in winter in order to help generate
snow in specific locations or in the desert southwest to
replenish water reservoirs in the summer. The method has been
used for decades in an effort to increase stored water
in snowpack that melts in the spring to maintain adequate

(06:59):
water supply. So that's the whole updated ball wax as
it pertains to weather manipulation. In Florida's new law, cloud
sitting that is the thing, but not in Florida, and
Florida's law bans the practice of potential weather modification efforts,
which again had been authorized under law, but doesn't have
any instant impact in our state because no efforts have

been active in our state in a very long time.
