this Brian. Some time ago you were kind enough to
address my question about weather manipulation taking place and explained

that cloud seating does take place, typically in the western US.
What is it that Florida's new law will do and
will it have any impact? Okay? So yeah. Governor Descantis
announced he will sign the bill into law banning geo
engineering and weather manipulation efforts within the state. The soon
to be enacted policy entitled Geoengineering and Whether Modification Activities
(01:08):
expressly prohibits geoengineering and weather modification activities. As is noted
in the bills analysis, it says, the law prohibits the injection, release,
or dispersion by any means of a chemical, a chemical compound,
a substance, or an apparatus into the atmosphere within the
borders of this state for the express purpose of affecting

the temperature, weather, climate, or intensity of sunlight. Additionally, while
the law is said to take effect only first as
of October first, all airports must report any aircraft equipped
with any part, component, or device used for the intentional emission, injection, release,
or dispersion of the air contaminants into the atmosphere for
(01:51):
the purpose of affecting temperature, whether climate, or the intensity
of sunlight. That's got to be reported monthly by airports
to the floor Department of Transportation. So what many probably
aren't aware of is that the state of Flora has
authorized weather modification programs under law since nineteen fifty seven.

Under existing law, those seeking to engage in weather modification
programs just had to apply for a permit to be
able to do so, and that SAgs into your question
about whether the law is going to have any impact. Now,
there are a lot of thoughts about weather manipulation throughout history,
but the first time something was actually attempted was in
the nineteen twenties. The Defense Department tried what they called

Operation FIDO, the Fog Investigation and Dispersal Operation. Between nineteen
twenty one and twenty five. They used electrified sand to
try to disperse fog at higher altitudes. By twenty five,
that's not working. We cause a lot of pretty freaky
sand here. So they stopped that, and then the next

time around, the the military picked it up with General
Electric in nineteen forty seven. They're like, you know what,
we're gonna steer. We're gonna steer us a hurricane. We're
gonna last to us a hurricane. So they went ahead
and engaged in this cloud seating program designed to steer
what was known as the King Hurricane away from land.

Didn't exactly go well. Hurricane made a bee line for Savannah,
and after that they're like, well, that was a bad idea,
So they stopped all experimentation with trying to steer hurricanes,
but the one thing that ended up taking hold was
the whole seating aspect of it. Over the next two years,
a total of fifteen cloud seating tests were made over

the Hawaiian Islands, and a published study said large rainfall
values associated with seated clouds are of particular interest, and
that is where my weather modification has focused. Ever since,
starting in nineteen seventy nine, public disclosure of weather modification
programs has been mandated. NOAH is the resource that publicly
(04:05):
makes that information available, and over the past year, government
records show cloud seating programs were active in California, Colorado, Idaho, Nevada,
New Mexico, North Dakota, Texas, Utah, and Wyoming. And at
the same time, Noah's been actively downplaying the role in
significance of weather manipulation. They issued a fact check last
(04:27):
October trying to what they said was debunk weather modification
claims against Noah. They said, for example, no technology exists
that can create, destroying, modify, strengthen, or steer hurricanes in
any way, shape or form. They say, NOAH does not
modify weather, nor does it fund or participate in or
oversee cloud seating or any other modification activities. They say
(04:50):
they do not engage in modification projects either. They state
what radars are tools for observation and are not able
to direct the motion or inten of air masses or storms.
They also say solar geoengineering is a theoretical practice not
used on scale anywhere in the world, and Noah does
(05:10):
not engage in it. They did say that cloud seating
is the only common weather modification activity currently practiced in
the United States, and it's done primarily to generate snowpack
in western mountainous areas and then provide what rainfall to
maintain adequate water supply in the Southwest. So that's the
ball of wax. Does not actually change anything in Florida,
(05:33):
but it does prevent future efforts from taking place.
