Her creativity, energy, and public relations savvy drive impactful programs for clients across diverse sectors, including hospitality, tourism, retail, B2B, restaurant, consumer product, non-profit, wellness, healthcare, and entertainment. She is particularly passionate about events and launches, putting her energy and strategic vision into making shows, grand openings, product launches, and new initiatives truly shine. Before founding c3 in 2000, Joice served as an Assembly representative for the California State Legislature, was the media relations director and national spokesperson for the Children's Hospital and Health Center San Diego and worked at Berkman Communications as senior executive.

Beyond her client work, Joice is deeply active in the industry and community. She is a two-time past president of the San Diego Chapter of the Public Relations Society of America (PRSA) and a past chair of the national PRSA Honors and Awards Committee. Her excellence has been widely recognized, earning her accolades such as the 2009-2010 Public Relations Professional of the Year by the San Diego/Imperial Counties Chapter of PRSA, three national Silver Anvil awards (the highest honor in the field), and recognition as one of San Diego Metropolitan Magazine’s Top 40 Outstanding Community Leaders. Most recently Joice was just awarded one of San Diego’s 2025 Women of Influence by San Diego Metro Magazine.

She also dedicated many years of service to The American Red Cross as a volunteer PIO in disaster situations. Today, she donates time and agency resources to The Salvation Army San Diego, where Joice chairs the volunteer marketing executive committee and has been honored with the Most Valuable Philanthropist award for her volunteer work.

Joice is a proud SDSU alum. Go Aztecs!! When she’s not at c3, she loves traveling with Sean, her husband of 29 years, and spending time relaxing with him and their all-white rescue cat, Chloe, at their Carmel Valley home.
