Mahmoud Khalil's supporters claim the pro-Hamas agitator is being targeted by ICE because of his political opinions and that the U.S. Government is violating his constitutional right of freedom of speech. However, Khalil's presence in the United States was granted to him through a conditional connection. Tariffs and trade with other countries also falls under the conditional connection principles.
