People out there think they're going to get away with
it and hide behind the screen, hide behind social media. No,
we're going to be looking at digital footprints, will be
bringing RICO charges were necessary. We'll use every cyber tool
at our disposal to shut these networks down.

Speaker 1 (00:29):
Florida's Attorney General James Uthbyer yesterday in Panalas County talking
about the takedown of team takeovers across the state. Of course,
there's been a lot of activity going back a couple
of months ago. In our area in Vero Beach, you
had a skate rink that was snuffed out ahead of time.
Law enforcement able to get ahead of that, preventing the takeover.
Just last Friday in Wellington, Palm Beach County, Sheriff's office

(00:52):
ended up getting out ahead of it and stop that
one from happening. This continues across the state and joining
us now talking about this and much more that's going on.
Our State's Attorney General, James Elthmer, good morning.

Speaker 3 (01:04):
Good morning, Thank you for having me.

Speaker 1 (01:06):
You bet so tell us about what this looks like
and how the state all the way to local law
enforcement agencies are combating this trend of team takeovers.

Speaker 3 (01:18):
Sure, well, we're seeing these trend where you know, large
groups of teens are so called teams, will will gather
and potentially the hundreds and then ultimately break out in violence,
running around, waving guns in the air, and the worst
of cases, firing at people, obstructing traffic, damaging businesses here Florida.

(01:38):
We don't tolerate that for a minute. We're not going
to allow our businesses to shutter and families to worry
about going out to the beach. We don't want tourists
scared to come here because of these violent demonstrations. So
we're surging law enforcement resources to areas of the state
where we suspect these organizations are being planned, and we're

(01:59):
also looking at who's really behind them. I do not believe,
you know, a couple hundred young adults just so happen
to all show up at the same place, same time,
deciding to get violent. We see advertisements, invitations online through
social media. A lot of these things appear to be
driven from online and out of state actors we believe

(02:21):
there's an organized network that's paying and directing these violent
occasions to take place. So we're going to use every
cyber and digital tool we've got to track these people down,
and then they could be looking at much more serious
charges if they're working together in a network to organize
these violent acts.

Speaker 1 (02:39):
Now, it's something that crossed my mind. Our state gets
a lot of things right, and taking a look at
what has changed after the attack at Stueman Douglas back
in twenty eighteen. Be it by the grace of God,
but also I believe a lot of great polacework across
this state. We've not had another school shooting since Parkland.
We put measures in place that ended up requiring law

(03:01):
enforcement to have active presence on social media online dedicated resources.
We turned threats online into criminal offenses and really have
seen I think that effort paid dividends, even in ways
we're talking about here, because the monitoring of any number

(03:21):
of different potential crimes seems to be better than it's
ever been previously.

Speaker 3 (03:25):
Are those two related. Absolutely, It's been eye opening to
travel the state, work with our sheriffs and see the
work they're doing behind the scenes, scanning social media, looking
at violent posts, looking at troubled youths that make very bold,
violent statements. They continue to investigate. They do press charges

(03:49):
where necessary where there are real threats, even on the Internet.
And I think the public would feel so reassured knowing
how much is going on behind the scenes to protect
our young ones everywhere around the state.

Speaker 1 (04:03):
I mentioned we get a lot of stuff right in
our state. There are a lot of hoas that don't
get a lot of things right. My opinion is spoken
as a former HOA vice president as well. You know,
I always say every election has consequences, and often we
pay disproportionate amount of attention. The one that often can
have the biggest impact on your daily life. The elections
are happening closest to you, starting with an HOA if

(04:25):
you live in one. And we've seen examples of this
including Traditions. So yesterday Traditions board officially voting out their
provision that ended up calling for a ban on firearms
within the association's territory. You of course stepped up and
told them, hey, guys, this is just a not constitutional.

(04:48):
Your thoughts about all this?

Speaker 3 (04:51):
Yeah? Hoas they do overstep their authority quite often, I'm
hopeful our legislature is going to rain them in further
the session ahead. They definitely cannot take away your constitutional
right to bear arms and protect yourself. And here, you know,
you've got a situation where there's a lot of public areas,
a lot of common grounds within the community. They have

(05:14):
no right to pat people down or force people to
disarm if they want to conceal carry for protective and
security reasons. So we called them out on it. We
let them know we'd be taking action if they didn't
reverse their policy, and thankfully they announced yesterday that they're
going to do the right thing. They're going to recognize
the Second Amendment. They are not going to unlawfully disarm,

(05:38):
you know, people that are on the property.

Speaker 1 (05:40):
So looking at that case specifically, a couple of things
jumped out at me. And one is just how a
lot of people, residents weren't minding the store until they said, hey,
this is actually going to be enforced now. The first
time that the Association brought it up in like their
minutes was back in December, and so this was something
that could have potentially been headed off by association members

(06:01):
if they had been paying attention to what their board
was considering. The next thing that crossed my mind, James,
is any of these decisions are going to be made
in consultation with attorneys. How useless are the attorneys that
we're evidently advising this association that said they could do
something that was wholly unconstitutional.

Speaker 3 (06:24):
Yeah, you know, my suspicion there is that. You know
a lot of the attorneys working on HOA matters are
are not constitutional scholars. I don't think they address questions
like this every day. I certainly hope the association was
not advised to violate the Second Amendment, but certainly as
soon as it bubbled up to us. I think people
know in Florida here when we see or wrong, we

(06:46):
see an injustice, we take action quickly, as we did here,
and we're always standing ready. You know, there are new
questions now that open carey is the law of the
land in Florida, which the left said, you know, the
state was going to you know, get destroyed right after that,
and here we are. You know, the life, life goes on.
Nothing really changed. People now have more opportunities to protect themselves.

(07:07):
But we haven't seen a lot of violent acts in
Florida or anything like that. So you know the Second
Amendments prudence, it has changed here in Florida as we
try to restore our constitutional rights in the state, and
my office stands ready if anyone out there.

Speaker 1 (07:21):
Has questions, Well, the other thing you had mentioned as well,
as you're monitoring this and so if there are any
other associations that have taken action like this where are
considering it that you would like them to be brought
to your office.

Speaker 3 (07:33):
We absolutely would. If people see somebody out there that
is not recognizing constitutional rights, we will gladly step in
just bring it to our attention.

Speaker 1 (07:43):
Speaking with Florida's Attorney General, James Southmeyer, Okay, so something
else that just came up that we'll see what transpires here.
We had the proposed property tax amendment going to be
on November's ballot. There's been a legal challenge to that
saying that the language that was adopted by the legislature
is deceiving and as the legal process plays out, if

(08:08):
the courts sided with the plaintuffs in this case, then
you ultimately would be responsible for amending any language. What
is your approach, your thoughts as this legal process is
getting ready to play out.

Speaker 3 (08:26):
Well at this point, you know, we certainly think the
language is fine. I do not see any legal infirmities,
but we'll see how it plays out. If for some
reason a court would would rule against us, then we
will be ready to make fast changes. As I know,
ballance season is coming very soon. But at this moment,
you know, we feel pretty confident with the case.

Speaker 1 (08:48):
Got it all right, and something that you have done
in multiple ways now open AI. Of course, the parent
oftchat GPT multiple efforts now in the illegal realm, allege
you abuses by the company, tell us about it.

Speaker 3 (09:04):
Yeah. You know, since I took office about a year
and a half ago, we were seeing case after case
after case of you know, self harm amongst young people,
suicide attempts, violent acts. In many of these cases, we
would see that the young person was having a conversation
with chat GPT, and chat GPT was facilitating the individual

(09:27):
in their efforts to hurt themselves or others. And look,
this is different than a Google search. These programs have
algorithms that are designed to mimic empathy, mimic human personality.
It seems like a real person where you know, young
children become addicted and get drawn in and seventy percent

(09:48):
of teenagers have reported turning to AI at least once
for companionship. This is very dangerous AI. These are the
best data programmers in the world. They have the ability
to prevent their applications from encouraging or facilitating crimes. They
have the ability to make sure that young kids are

(10:09):
not on there asking questions about building pipe bombs or
committing suicide. Where this really came to light was the
shooting up at Florida State University. We discovered that the shooter,
who tragically murdered two individuals, he had an elongated conversation
with chat GPT where he asked what he needed to

(10:30):
do to get national attention, how many people he needed
to kill. He took photos of weapons and asked chat
GPT for advice on which weapon to use to find success,
what time of day to go on campus, where to
go on campus to come into contact with the largest
number of people. This is horrific. Chat GPT should not

(10:50):
be doing that. Number one, and at the least red
flag should be going up to law enforcement to alert
them that a very serious crime is planned. And when
you read that conversation, my prosecutors told me, if it
was a human being on the other side of that screen.
We would be charging them with murder.
