The Constitution has been the guiding document for the United State of America for nearly 250 years. The documents cover a wide range of issues which make it possible for people in a large, diverse country to live peacefully and harmoniously, most of the time. One of the important topics it addresses is the issue of which powers are “reserved” for States and which powers are “enumerated” for Federal government. Of course, it is not always so clear.
