You allowed your team to continue a substandard performance for a long time only to give them a bad review. Coach as soon as you can. Performance conversation, like any fruitful conversation, must be two-way. It is not just the leaders giving feedback and what their direct reports can change to improve performance, but also the employee can open up to their leaders and ask for help.
