In this episode co-host of the APBS Podcast, Muna Khalif, conducts an interview with our guest speaker, Dr. Robert Horner. Rob Horner is a Professor Emeritus of Special Education at the University of Oregon. His research has focused on applied behavior analysis, positive behavior support, multi-tiered instructional systems, equity in education, and systems change. He has worked for the past 20 years with George Sugai in the development and implementation of school-wide positive behavioral interventions and supports (PBIS). Over 27,000 schools are implementing PBIS nationally. Rob was one of the founding board members of The Association for Positive Behavior Support (APBS) and in 2020 was a co-recipient of the APBS Leadership Award. He is currently a Senior Advisor to the OSEP Center on Positive Behavior Interventions and Supports.

Dr. Horner discusses a variety of topics related to using the PBIS framework to produce valued outcomes. In particular, Dr. Horner discusses the hoarding of knowledge in academic, removing barriers to accessing knowledge, systemic racism and systemic development of problem behaviors, PBIS as a human-centered framework, the multi-tiered system for complete social and academic support, and the way PBIS delivers correction via instructional events.
