court and then right after courtwe got to go to college station
for our commissioner school.

So I want to follow up on lastweek, when I was talking, I said

we were going to go over localcouncil races and stuff.
I didn't get a chance to dothat, which was fine, because
the filing deadline was onFriday, on Valentine's Day.
So now the filing period isclosed and we know who is on the
(11:09):
ballot and who is not for ourlocal races that affect the west
side of the county.
So let's start with the city ofKilleen.
So in the city of Killeenthere's going to be, on top of
our city council races, there'sgoing to be two special
(11:33):
elections as well.
One is the bond election andthen one is a recall election.
But before we get into those,let's go ahead and talk about
our.

our cityelections.
So these are district races.
So there's four districts inthe city of Killeen.

The incumbents are JessicaGonzalez for District 1, joseph
Solomon for District 2, ninaCobb for District 3, and then
Michael Boyd for District 4.
So, as of now, district 1, wehave a lady who is challenging
(12:20):
the incumbent.
Her name is Sherry and Ibelieve the last name I'm
probably going to butcher itValpicella, sherry Valpicella.
For District 2, challengingincumbent Joseph Solomon, we
have Verlin Valentine, verlinValentine, verlin Valentine,
(12:46):
verlin Valentine.
District 3, nina Cobb has twochallengers.
We have Patsy Bracey, who willbe challenging Nina Cobb, and
also James Sills will bechallenging Nina Cobb.
Patsy Bracey from myunderstanding, according to her
(13:07):
Facebook, she was going towithdraw her nomination but as
of right now it is on the city'swebsite and Mr Seals.
I know Mr Seals.
He's been an advocate forimproving conditions at
(13:28):
Featherline and Chaparral andseems to be an advocate for the
community on that.
So we'll see if that advocacywill transfer to getting elected
.
We will see Advocacy willtransfer to getting elected.
We will see.
And then for District 4,there's actually four candidates
(13:51):
three additional candidateschallenging Michael Boyd.
We have David Loss and ChristyWilbanks and Anthony Kennedy.
All of those will bechallenging the incumbent.
So that's going to be a busyrace

there.
Also, I had mentioned there isa bond election, so the bond
election will be for a new cityhall at an estimated cost of
$155 million.
That's what we will be votingon and, according to the city's
(14:42):
website, impact to propertyowners I guess this is going to
be Proposition B to the city'swebsite.
Impact to property owners Iguess this is going to be
Proposition B.
Proposition B would not affectresidents 65 years of age or up.
The average homeowner inKilleen would see a 2.3 cent
(15:03):
rate increase in 2027 to fundthe design and engineering phase
, which would be $4.32 per month.
In 2030, the rate wouldincrease by 8.5 cents, which
(15:25):
would fund the constructionphase, which will be $15.94 per
month to the average homeownerin Killeen.
The average home value inKilleen is $225,000.
So on average I guess you wouldadd those two numbers together
(15:50):
by 2030, we'll be paying over$20 a month extra on our bill
property tax bill to cover thatcost property tax bill to cover
that cost.
So I think it's well worth it.
You'll waste $20 a month doingcrazy things getting a cup of
(16:19):
coffee, going out to eat,playing bingo.
So $20 a month is not the valuethere far exceeds the $20 a
month is not.
The value there far exceeds the$20 a month.
So I'm going to be supportingthis.
The city needs it, it's part ofour downtown plan and well,
(16:40):
well past due.
Well, well pastdue.
The other thing that is goingto be on the City of Killeen
election is a recall electionfor District 4.
Let's see Melissa Brown, formercity council member for
(17:01):
District 4, or I'm sorry, for Ithink she was at large.
Uh, yeah, she was at large.
Uh, she went out and got thisrecall petition and, uh, it was
actually uh, really interestinguh.
And so it's not going to matter, because the recall election,
(17:27):
the way it's happening, say itpasses the recall of Councilman
Michael Boyd is passed andapproved by the voters, by the
time it is canvassed his termwould have expired already and
then say he gets reelected, thenhe gets sworn in.
(17:48):
So it's a waste, in my opinion,waste of the voters' time.
So voters' time and effort,same thing for the city.
But what I do want to play is Iwant to play the remarks that
(18:09):
Mr Boyd had in response to theserecall efforts and I think it's
worth hearing.
So let me pull that up for you.

Consider an ordinance orderingthe May 3rd 2025 special
election for the purpose ofdetermining whether District 4
Councilmember Michael Boyd willbe recalled.
The caption of the ordinancereads An ordinance ordering the

holding of a special election inthe City of Clean, texas for
the purpose of determiningwhether District 4 Councilmember
shall be recalled, specifyingthat the provisions of the
general election law shallcontrol all questions pertaining
to such election, designatingthe polling locations,
prescribing the contents of theofficial ballot, providing for
compensation and providing forposting and publication of
notice of election, andcontaining miscellaneous
provisions.
Council.
Ms Calco has gone over thedetails of this ordinance.

Mayor.
Pro Tem, we have four minutesto speak or three minutes three
times.
What is the policy?
You have three minutes threetimes each, sir, thank you so
much.
You're welcome.
I'm going to request from thecouncil to use my three minutes
concurrently and I don't plan tospeak for ten minutes, so no
one get concerned here.
So I thought I'd take thisopportunity to exercise my
(19:34):
freedom of speech, given myGod-given name is on the agenda
today.
It's a little different whenyour name's on the agenda.
For those who haven'texperienced it, as you know,
considering this uniquesituation I find myself in, it's
incumbent upon me to highlightimportant points for citizens to
consider relating to thishighly anticipated event, as a
local newspaper would desire,and don't worry, I'll speak
(19:56):
frankly on the matter.
I give them plenty to writeabout in their tabloid and maybe
they can charge you guys moreto read their bitter rebuttal.
But to get to the point, uponthose who spearheaded and
championed this initiative,there exists an excitement and
anticipation to bring down, ifyou will, one of the most
productive and influentialcouncil members the city has
seen.
As suggested by many, itappears to be a goal of the
(20:18):
petitioner to subject members ofthis diverse, dedicated and
visionary city council to recall, as is evident, this sham
election petition currentlyunderway, which now targets the
mayor and our three at-largecouncil members, unfortunately
Ultimately wasting taxpayerdollars, expending staff time
(20:39):
and creating frustration amongstthe citizenry.
Excuse me, the petitioner hasproven to be a disgruntled,
unelectable former councilmember with a history of making
unsubstantiated claims to thepublic, disrupting public
meetings, being arrested andviolating meeting decorum and
filing a frivolous lawsuitagainst a sitting council member
(20:59):

I would argue, excuse me, thesource to not be a reputable or
credible source of informationrelating specifically to this
recall.
It remains my understandingthat signatures were widely
collected on lies, falseaccusations, rumors and preying
on citizen frustrations, forexample, using the construction
of Bunny Trail, a totallyunrelated petition item, as a
(21:20):
catalyst, amongst others, torapidly collect signatures.
As everyone may recall, acitizen residing along Golden
Gate Drive stood in front ofthis council and stated their
interaction with a petitionerwho stood at his doorstep
rattling off unrelated citizenpetition items in effort to gain
his signature.
Again, consider the source.
(21:40):
Number two, consider thenarrative.
The local newspaper, whosecoverage of City Hall has become
hazardous, would have readersbelieve that the District 4
Councilmember is absolutelydeserving of recall, providing
readers with a plethora ofmisinformation.
With the City Hall report aseemingly close relationship
with the petitioner.
(22:01):
Coverage of this recall hasbecome increasingly biased and
unbalanced.
I noticed the local newspaperhas continuously printed
unsubstantiated stories andrumors unrelated to this item
stating in the original recall,only just to justify them with
phrases like allegedly likelyand my understanding.
(22:21):
One example is an incrediblyunsubstantiated story about a
perceived conflict of interestrelating to my commercial real
estate work.
I've also noted how my name isconsistently printed so
conveniently as CouncilmanMichael Boyd, who is also facing
recall in May In the attempt torebrand my efforts.
I detect the seething tone inthese articles designed to
(22:45):
mischaracterize myself as anelected official.
There's no stories to highlightall of the great improvements
I've brought to District 4 withthe support of the City Council,
or the effective advocacy onbehalf of my constituents over
the past several years.
Just a continued approach tosway voters into recalling a
Killeen council member Again.
(23:05):
Consider the narrative, considerthe facts.
The petition specificallyaccuses the District 4 council
member of the followingwillfully and intentionally
ignoring and disregardingcitizens.
Putting the safety of thepublic second.
Not following the comprehensiveplan.
Public disrespect and silencingof citizens.
In addition to the fourstatements being totally
(23:27):
subjective.
They're vague and notsuggestive of how I perform as a
leader.
Furthermore, there remains nospecific reference to evidence
as substantiated reasons forthis sham recall.
Again, consider the facts andthe last part of my statement as
a perfect example of thenewspaper misleading the public.
And this is important.
It should be made unmistakablyclear that the voter approval of
(23:51):
this recall would carry noweight on my current service or
future service to the City ofKilleen as a council member.
Again, pass or fail, thisrecall will have zero effect on
my service as a council member.
Again, pass or fail, thisrecall will have zero effect on
my service as a council member.
This is because the petitionereffectively failed to submit
those signatures by the properdeadline, affording myself the
(24:11):
opportunity to serve a full,complete, entire term.
For this, I would argue, godwas in my favor.
Again, consider the reality.
Ultimately, a myriad ofcitizens, constituents, never
believed my name should havebeen associated with this recall
, many of which reject theunderstanding of its existence.
With everything said, and inacknowledgement of the recall
(24:33):
election process outlined in thecity charter, I make a motion
to approve OR-25-003.

So forceful rebuttal byCouncilmember Boyd, I think well
said, well deserved.
He definitely needed to speakthe truth.
To speak the truth and I thinkthis council, a full minority

council there are no, there's noone that is white on the
council, it's all minoritycouncil has been under attack by
former council members andother members of the community
(25:28):
that all happen to be white.
And I mean that's just anobservation and it's the truth.
So take that for what it is.
Now we'll get to the KilleenIndependent School District
(25:48):
races.
We have District or Place 1,brenda Adams, current board
member.
No one filed to run against her, so she will be re-elected.
Then we have place two,incumbent Susan Jones.
(26:09):
She drew an opponent, briannaSunshine Harrelson, who I
believe ran before, ran the lasttime, and then place three,
oliver Mintz.
He'll be running forre-election and longtime
advocate for schools district,the children and good Democrat,
(26:37):
lan Carter.
She'll be running againstOliver Mintz in place three.
So that is what your ballot isgoing to be looking like here
locally.
You'll have some options and Ithink the biggest thing we'll be
looking for is the recall andthe city council races recall
(26:59):
and the city council races.
Now just a little bit more onthe city council races.
From my understanding, one ofthe persons or two of the people
that are running are on the.
I think they're chairs,precinct chairs, for the
(27:20):
Republican Party.
I think they're chairs,precinct chairs for the
Republican Party.
So that just goes to show youthat I think the Republican
Party, local Republican Party,is taking interest in our races,
of what's going on over here inKilleen.
Remember, killeen is a strongDemocratic stronghold.
(27:40):
Every elected official at thecounty level is a Democrat and
we're only expanding west eastI'm sorry we're expanding east.
So, yeah, I think there's someinterest for them.
By them I mean the RepublicanParty wanting to stop that
eastward expansion.
(28:01):
But it's going to be hard to asmore and more people come to
Bell County, we will continue to, you know, engage with our
voters and get them to come outand vote.
So this will be a good test and, yeah, we'll see May.

First Saturday in May.
That's when the elections are.
So we have some time to learnmore from our candidates.
I think Colleen Daly-Herald arealready interviewing candidates
and getting some information out.
I did watch.
They did an interview withOliver Mintz and I'm going to
(28:42):
have to critique the paper alittle bit that they didn't even
bring up school vouchers andsee if because it will school
vouchers will affect our schooldistricts.
It'll be taking money out ofthe system and they needed to
(29:04):
get his opinion on that, theincumbent's opinion on that.
They did ask him about gettingrid of the Department of
Education and he said, yeah,he's for less government, so
he's all for it, which is oddbecause I'm sure they provide a
(29:25):
lot of support to Killeen.
It's a large school district.
Over almost 45,000 students arein Killeen ISD system.
So it's going to hurt theschool district and they need to
be prepared and I don't thinkat least from my understanding I
don't think he is preparing forthat.
(29:48):
But that'll be something forthe voters to decide on and I
hope there's opportunities forcitizens to engage with them and
to talk to them and askquestions them and to talk to
them and ask questions.
But if not, we're going to haveto roll up our sleeves and get
(30:09):
to work and get these people outof office that are not going to
support public education andthey're okay with the Department
of Education being abolishedand they're okay with school
vouchers, even though it's goingto take money out of our school
system.
So I know where I'll be voting,who I'll be voting for.
(30:32):
So that's all we have for ourlocal races.
Obviously there's some stuffgoing on in Temple and in Belton
the other school districts butI know you're probably more
worried about Killeen, killeen,isd, city of Killeen and what's
(30:52):
going on here.
That's why you listen.
You're interested in knowingwhat's going on in Bell County
and you're interested in what'sgoing on in Killeen.
If you remember last year andfrom the agenda, whenever I
(31:13):
spoke about, at least on theworkshop agenda we're going to
be talking about last year itwas SB 1145, but it's now
written into the Texas Tax Code1136, and that is the daycare,
child care facility taxexemption.
So I'm bringing that back up onthe exemption and the
(31:33):
commissioner's been affected byCOVID and how they're trying to
(32:16):
meet the needs of the communityand our workforce.
Same thing with our regularagenda.
We had a lot of people attendand the commissioners did not
seem fit, the judge did not seemfit that we deserved it and it
was only going to cost thecounty roughly about $80,000 in
(32:39):
property taxes Not a lot a blipon the map compared to the
county's overall budget.
But they voted it down.
But since then, since thathappened, the city of Killeen
went ahead and adopted theprovisions out of SB 1145 to
(33:02):
grant those operators a 100% taxexemption.
And you know, truth be told,they're probably going to get
more benefit from the city ofKilleen.
But you know, you add them bothtogether and it's, you know,
starting to become a little bitmore money, obviously when you
(33:23):
add the two together.
So I wanted to bring this up.
We got a new commissioner onthe court, so hopefully he's
going to take heed to some ofthese operators, because I'm
sure they'll be in attendance,these operators, because I'm
sure they'll be in attendance.
(33:44):
If not tomorrow, they'llprobably be in attendance when
we do bring it up for a vote inMarch.
I plan on bringing it for avote.
So City of Kalina adopted it.
(34:11):
The Workforce Solutions, texasWorkforce Commission, that local
labor council, they voted forit too, to support it.
No-transcript has adopted thispolicy, but we should be pushing
all the cities to adopt thispolicy.
It's the right thing to do forour workforce and the right
thing to do for the families.
But when I was at theconference of urban counties
(34:39):
last week, this was somethingthat they talked about.

We had the president for theTexas Restaurant Association
come and talk to us and part ofher speech was do you wonder why
the Texas RestaurantAssociation is here advocating
(35:04):
for child care issues, childcare solutions?
Because it's a workforce issue.
If families are not able to getthe proper and affordable child
(35:25):
care solutions, it takes themout of the workforce, either for
the day or for the week, orpermanently while they're caring
for kids.
So I think they said by 2050 orsomething like that, we're going
to have 300,000 or 800,000additional jobs, and those
(35:51):
800,000 additional jobs aregoing to need that component of
a child care facility facility.
So it's critical for the growthof Texas that we figure this
(36:12):
out and that we find someinventive ways to meet this need
.
I think Travis County did somegreat things.
They put it out to the votersto support additional child care
programs.
Now, I don't know how they didthat, how they did put it out to
the voters, but obviouslythere's some legislation
(36:36):
somewhere that authorizes that,because that's the only way we
can do things like that, atleast at the county level.
That's the only way we can dothings like that, at least at
the county level.
So, yeah, I invited them downthe Texas Restaurant Association
to come and speak to thecommissioner's court.
(36:57):
Hopefully that'll make thedifference and it'll get me the
other vote I need.

I believe we're one vote shortfor making this a reality here
in Bell County.
I know the operators want it andeven now, with the federal
(37:18):
government just completelyslashing all these federal
agencies left and right I there,there was a report that they
fired a thousand va employeesand I mean it's, it's scary and
you know people are excited likeyeah, yeah, yeah, you know,
(37:39):
slash, slash this, uh government, federal government.
But once it starts tricklingdown and once we start facing
realities to what these cuts aredoing, they're just cutting all
at once.
No real decisions and precisionon who, what, when, where, why.
(38:08):
They're just cutting and andwe're not going to know what is
being dropped, what is beingmissed, uh, and it's going to
take years, years to to writethis ship.
I think,000 federal employeeshave taken the buyout the
(38:30):
quote-unquote buyout that thepresident may or may not be
authorized to give, or Elon Musk, the one who's doing all these
cuts at the behest of thepresident.
(38:51):
But this is not the way federalgovernment works as we know it,
how it's been all this time.
So interesting times trying tofigure everything out.
I'm trying to figure it outwith you, but you know Project
2025 is real and they areimplementing it and you know we
(39:20):
need to be prepared.
Be prepared for everything.
But anyways, I'll go ahead andwrap up the show.
