of things to talk about with GalvestonCounty Judge Mark Henry. But let's start
with a little damage assessment, judge, if you would be so kind,

occur. Okay, well, that'sgood news. That is good news.
Is the water all receded at thispoint? Is it all gone? It
is not all gone. It's largelygone. There are still some areas where
it's still draining out, but weexpect that it should be done by noon
today. I would think. Okay, that's that's good news. Indeed,
all right, let's get to thetopic that we wanted to talk to you
about. The lawfare. Folks ofthe Democrats came into Galveson County in a

commissioner's court race. But the effectsof whatever the court ruling are far reaching.
Explain to us that's correct. Howdoes that happen? The concept is
called a coalition district, and acoalition district is what I call legal fiction.
It doesn't exist anywhere. The Democratswere able to sell it to courts

over the last thirty years, andsome courts accepted it as being acceptable.
We think that it's not because it'snot statutory law. It's just a concept
that only ever benefits Democrats. Sowe have challenged the concept. We had
a trial that the district Court,which we knew we were going to lose
because the Fifth Circuit Court of Appealsruled on this issue thirty years ago in

a split decision. We think theywould like to change their opinion, and
all the signals so far are downthat path. So the Fifth Circuit said,
let us hear this as an entirecourt, because only the entire court
can overturn the entire court again,and we had that hearing come back on
May the twelfth. Okay, coalitiondistricts is how you draw lines for congressional

district, state legislature, all kindsof things so that it favors minority voters
so they can be assured of havingrepresentation. Is that a fair assessment?
That's pretty close. The problem isthere's no one minority group that can make
up enough to have a precinct.So they want you to ban different minorities

together, but they only want youto ban Democrat voting minorities together. So
you know Hispanics and friends wood inLake City who are going to vote Republican,
they don't want those. They wantthe Democrat voting Hispanics to be coupled
with the African Americans to create aprecinct that will again only benefit a Democrat.
So if it turns out that thisis illegal, and certainly that's what

you're hoping is going to happen here, then the seats of Lizzie Fletcher,
Al Green, Shila Jackson Lee,they're all in coalition districts, most could
all durned Republican. That's correct,but we can only give the state the
tools. The state has to goback in redistrict once we hopefully win our
Fifth Circuit Court of Appeals case.So if the states will go back and

do that and undo the coalition districts. Correct, we count five coalition districts
congressional districts in Texas. We havenot had a chance to do the math
on state representatives and state senators toolate for the upcoming election. However,
we will not have a decision intime to affect the twenty twenty four election.
No, any timely, any ideawhen you'll have that decision, Judge,

I do not. If the FifthCircuit doesn't have a timeline, they
get to work at the pace thatthey choose. We would hope to have
it by end of July, butagain that's just our hope. It'll come
when it comes, and that's allwe can do. Would affect state elections,
and it certainly midterms coming up intwenty twenty six. Absolutely, if
the state goes back and redistricts asthey will be allowed to do now,

ignoring the coalition district comes up.All right, Judge makes a fight for
