it's excess storm water, it's only available every now and
then per year.

Texas Tech's Theodore Cleveland says it would be beneficial long term,
but even if we started today, it won't be available
for a while.

Needed it next week, it's impossible. If we need it
next year, it's probably still impossible. This is a minimums
at least a two decade look into the future.
