It's Monday here on Houston's Morning News. Houston City Controller
Chris Hollins this week proposed two ways for the city
to honor the legacy of the late US Representative and

former Mayor Sylvester Turner. One of his proposals came during
his financial report to the city Council. They should have
named the financial report after him. After all, we've got
a three hundred billion dollars budget deficit that he ignored,
So name the budget after him. It's the Sevester Turner
Memorial budget. It's in a deficit. Actually, what they did

is they hung a portrait of Turner at City Hall,
joining all of his former predecessors as mayor. Evidently, it's
been fifteen months since he left office and they just
now got around to putting a portrait up. Chris Hollins
made it sound like it had something to do with
the city itself, and the reality is, according to at

least according to Mayor Whitmeyer, they were waiting all this
time for the family to choose whatever portrait it was
they wanted to use. Had nothing to do with them
refusing to put up a picture. Now, the other part
is Chris Holland seems to think it would be appropriate
if we named a street after Sylvester Turner. I don't

have a problem with that, depending upon what the street
is now. His proposal is to rename Bagbee Street to
Sylvester Turner Avenue. And my question would be, what would
be the appropriate way to name a street and honor
the legacy that is Sylvester Turner. Do you look for

a street that's in the most crime written part of Houston.
Do you look for a street that is filled with
potholes that he never filled. What's the most pothole filled
street in all of Houston. See, if you're going to
name a street after him, that you should be one
that matches his legacy. Maybe we can get some suggestions

the Internal Revenue Service. I have hang on knock on
the microphone for good luck. I have not had those
types of problems my taxes. I don't know about you.
My taxes aren't done yet, so I have no idea.
I can't remember the last time I didn't owe money,
So I'm going to assume my own money again. The
question is how painful is it going to be? But

that's a different story for right now. I want to
focus on this one, and that's Doze, the Department of
Government Efficiency, one of their young entrepreneur workers volunteers. I
guess you could say. Sam Corcos is working as a
special advisor to the US Treasury Department, which, of course
of the Internal Revenue Service that reports to He is

there to try to figure out, among other things, why
a computer system that the Internal Revenue Service has been
trying to upgrade since nineteen ninety has not It has
not only not been upgraded, it's way over budget. Here's
a little bit of that conversation.

I've been brought in to look at the IRS's modernization
program in particularly as well as the operations and maintenance budget.
I really care a lot about this country, and this
is a huge program that's currently thirty years behind schedule,
and it's already fifteen billion dollars over budget.

Wait wait, wait second, explain to our viewers what the
program is in layman's terms.
Speaker 22 (15:55):
Yeah, so the goal is to take the IRS has
some pretty legacy infrastructure, actually very similar to what banks
have been using. It's old mainframes running cobal and assembly,
and the challenge has been how do we migrate that
to a modern system. Virtually every bank has already done this,
but we're still using a lot of those same systems,
and typically an industry, this takes a few years, maybe
(16:19):
a few hundred million dollars, and we're now thirty five
years into this program. We've actually been if you ask
them now, it's five years away, and it's been five
years away since nineteen ninety Supposed to be delivered in
nineteen ninety six and it's still five years away.

In your area of expertise that informs your ability to
do this review is what.
Speaker 22 (16:41):
I'm a software developer by background, and I'm a CEO
of a software technology company.
Speaker 23 (16:45):
So when you came into the department, the first thing
you do is just get into the guts of the
system and see how it operates.

Yeah, really talk to the software developers, talk to the
people on the ground and what they're seeing. I think
one encouraging thing is we actually have quite a lot
out of software talent on the ground, the people writing code.

We actually have quite a lot of good people.

It is almost always the case when I asked them
what the correct answer is, how do we solve these problems?

They're almost always right, which is good.

They just haven't been in a position to be empowered
to make those decisions. So I'm actually pretty optimistic that
we can solve this.

I've been here eight weeks, but one of the things,
one of the biggest surprises for me is just seeing
how these entrenched interests just keep constricting themselves around the power,
around the money, around the systems, and nobody cares. I mean,
I said to Sam today, he said the irs system

was the supposed to be delivered in nineteen ninety six,
and he said, nobody was started in nineteen ninety so
that's how far behind they are.

And nobody cares. Nobody cares. The bureaucrats don't care. There
are good people working within the government who do care,
who do know how to fix the problems. They just
don't have the authority to do it it. Really, it's
mine thembing thirty years overdue, fifteen billion dollars over budget,
and nobody cares. Just incredible five twenty six. Time to

the ones that should be making these big decisions, not
