was loud disruptive in this otherwise quietarea of the Franklin County Juvenile Court.

People began to notice, including FranklinCounty Deputy Scarborough. The argument continued as
the slender, white juvenile Joseph Haines, screamed at his mother while entering into
courtroom number fifty six, the courtroomof Magistrate Sanchez. Others were with Haynes's

filing into the courtroom. Soon themagistrate would read the charges against Haynes aggravated

of this incident was later confirmed duringthe deposition of Haines's own attorney. Tensions
continued to rise and Deputy Scarborough assessthe situation playing out in his courtroom he
was protecting that day. Not onlycould he see the violent tendencies of Haines

before his very eyes, the chargeslevied against him told the deputy this person
was capable of acting out with morethan just words. The threat level continued
to elevate. Deputy Scarborough, nowasking for assistance from other deputies in the
building, stepped in as Haines continuedto be belligerent, placing a hand on

Haines's shoulder to encourage him to sitdown and be responsible. Get the f
off me. Haines immediately screamed,his mother, now jumping in as well,
screaming for the deputy to not touchher son. The court ended abruptly
before any proceedings were finalized. Haines, his mother, and their group then
exited the courtroom. In a laterdeposition by a probation officer in the area

at the time, he confirmed thatDeputy Scarborough utilized several de escalation techniques to
calm down both Haines and his mother, but the cussing in racial slurs continued.
Another probation officer later testified that thesituation was so volatile the behavior of
JOSEPHS. Haines was one of theworst he had ever witnessed in the courtroom.

The aggressive and disruptive behavior continued asthey exited the courtroom. A passing
defense attorney tried to reason with Haines'smother. You're going to get him arrested,
he said, causing Haines to immediatelyreply, F you, F this,
F that. Inn. The deputy, trying to de escalate and regain

controlled, told Haines's mother to justleave the courtroom. Defiant and not complying,
Haines's mother responded by pushing by pushingDeputy Scarborough with both hands in his
chest. The deputy insisted now thatthey leave, raising his voice with more
authority. Missus Haynes then pushed himfor a second time, hard enough to

cause the deputy to fall back astep. The deputy immediately regained his balance
and told Missus Haynes, you're underarrest. The potential threat for these two
now posted now posed to not onlybut to others in the area required a
response from law enforcement. The deputy'sobligation to protect those in the area were

part of his sworn duties, especiallywith the threat indicators now rapidly increasing with
every passing moment. Missus Haynes continuedher aggression, bladed her stands, reached
back an attempted to strike Deputy Scarborough. The punch was blocked, but soon
Joseph Haynes himself jumped on the backof the deputy and began punching him repeatedly,

strikes to the head, strikes tothe face, and punches to his
temple. Don't often put your handson my mom, the deputy vividly remembers
hearing. As the assault continued,a swing by Haynes with a box containing
an electronic monitoring device barely missed thedeputy's head, crashing into the wall beside
him. Deputy's Scarborough now was ina fight for his life. He suddenly

felt Joseph Haynes pulling on his dutybelt and an attempt to take control of
his firearm training took over. Thedeputy desperately pushing down on his duty weapon
to prevent Haines from gaining access asthey both fell to the ground. The
seeing chaotic, there were no signsof it letting up. The deputy now
felt another person jumping onto the pile, Not realizing at the time it was

an attempt from a probation officer tohelp, the deputy could only assume in
the chaos that it was yet anotherfamily member of Haines. The deputy,
now protecting his firearm at all cost, felt Joseph Haines attempting to dislodge his
taser from his belt. The deputylater testifying that he began to fill as

if he may pass out due tothe severity of the assault from Haines.
I felt afraid that I was actuallygoing to die, he later said in
a sworn testimony. The deputy becomingincreasingly more dizzy as he ordered Haines to
let go and stop pulling on thetaser, the assault it continued. Deputy

Scarborough then made the decision that,with no end in sight, and with
the threat of him potentially losing consciousness, deadly force was his only option.
He unholstered his weapon and fired oneround into the torso of Joseph Haynes.
The threat, the assault now stopped, or every life is valuable. This

thug, this menace to society,died a short time later of this wound.
On September seventh, twenty eighteen,members of the Franklin County Grand Jury
reviewed the evidence and found Deputy Scarboroughwas justified in using deadly force that day
to save his life or the lifeof others. Joseph Haynes died that day

due to his actions, his choices, action and choices that seem to have
been a pattern in his young life. A tragedy for a lost life,
but brought on without question by himand his mother. While this should be
the end of the story, thisweek, some five years later, it

was back in the news. Backin the news because an attorney named Dan
Mordowski. Think about that name whenyou're paying your taxes. Next. Dan
Mordowski and others, well, somehow, some way, on behalf of the
Haines family. They were able toconvince the Franklin County Board of Commissioners,

those who hold and determine how ourtax money is spent. He convinced the
Franklin County Board of Commissioners to payto pay the mother of Joseph Haynes six
point five million dollars to settle thecase. Six point five million of hour
dollars to the mother of this pieceof crap thug. I just don't understand

resident, broke into their house andI actually just walked into their house,
gets hurt because he's running from thepolice, and the police settle five million

there was something coming down from theATF and the Biden bunch that is it

on top of things, what hasn'the done that has been bad for the
American people? Right, that's awhole other topic. And everything is bad,
yeah, and it's so we're goingto talk about that, get into
the weeds a little bit on thatbecause it is important. You know,

the whole arm brace thing crept upon a lot of people. We talked
about it for a month, butwhen it happened, people were, you
know, realized that, Wow,this affects me. This is another one
of those things guys that is goingto creep up on people, and they
can be implemented rather quick under thisadministration and their interpretation of what they have

LUPD, but I know them.Well. Oh you're like family. Yeah,
speaking of family, Jac's on thelive line with us. Jac have
you ready for some news? Oh? Yeah, we have more than we

can talk about. But there's somethere's some things happening. I think everybody
remembers December seventh of nineteen forty one. That's, you know, the day
that lives in infamy. The goodcitizens of the United States are being attacked
by a force, an enemy thatwanted to take over and take control,
and I think we all saw theresults of what happened there. Unfortunately,

this December seventh, there may besomewhat of a repeat of that of a
force trying to take control over thegood citizens and our Constitution because that is
the day that ends the period oftime when the new ATF rule, which
is being considered for ninety days,started September seventh, and it's done receiving

(15:43):
any kind of complaints and suggestions onthis December seventh, and after that then
they'll determine when the rule goes intoeffect. And it can affect almost every
gun owner out there. It's horrific, it is horrible. I mentioned it
last week. I actually mentioned itsix weeks ago, and it's the ATF

rule and right now it's called theNPRM, which stands for Unnotice of Proposed
Rulemaking and you can look it upATF. It's the twenty twenty two that's
the year that it first we cameto the light and it's DASH seventeen R

the seventeenth rule of that year,and you need to look at it all
one hundred and eight pages. Youcan peruse. But it can have an
absolutely horrendous effect. Administration, thisregime is trying to weaponize everything. The
Department, I think we all know, the Department of Judge Justice, look
what they're doing. And the APF, which is part of the FBI,

and it has nothing to do withcriminals. It has nothing to do as
longer sentences with getting tougher. Whatit has to do with is taking away
firearms the ability to sell firearms,and to put you in a position where
you may be required to have anFFL to even sell a firearm. This

(17:15):
is so they come right off thebat said, we want to broaden the
definitions of this rule, and thishas been the goal of the Biden administration
also the Obama administration, and nowthey've engaged a bunch of smart people to
come up with this rule. Andthis rule, you said, you really
need to read it to two specialsessions of sections of it. It comes

(17:40):
out right off the bat. That'slike on the second and third page of
one hundred and eight pages, andone of the it's called engaged in the
business. And the rule was designedto circumvent Congress to criminalize the private firearms
sales they want to use. Andthey come out right out and say it,
we want to use executive orders anduse the ATF to pomegate rules that

we can't get by our legislators.That will affect all of the hundreds of
millions of firearms owners. And asyou probably know, and I don't mention
it or not. This has beenthe August. It was the forty ninth
consecutive year where more than a millionnew firearms were sold in this country.
And that includes includes the COVID yearswhere where several million were sold in a

year. So I we're talking probablyfifty five sixty million guns approaching that just
during this period of time in thelast forty nine months. What they want
to do is they're saying, hey, we're going to have a new We're
gonna engaging in business. Is thatgun owners are selling their personal firearm collections
possibly and dealing in firearms, andthis is where they want to take a

look at it. They want tosay that I go over just a short
list of some of what they wantto do, but this engaged in business.
They want to say that, Wow, if you're engaged in the business,
what does that mean? Well,what it used to say, and
they've changed this that the individual's behaviorengage adminishment with the principal objective of livelihood

and profit. I mean that's engagingin business livelihood profit. Well, they've
changed it to just predominantly earn aprofit, which means that something that you
may have bought in nineteen eighty andyou said I don't really need it,
haven't shot that anymore. I don'tknow. I may have paid one hundred
and eighty bucks back then. HeyI'm looking it up and that's worth about
five hundred a day. Well,hey, you sell it predominantly gaining a

profit in their viewpoint. So whatthis rule is proposing several scenarios, and
it starts out by the DOJ putjust together that will give government that can
give claims that rise to a rebuttablepresumption that a person is seeking to PROMI

(20:00):
own a profit. But then itgoes on to say that even if you
don't make a profit, that doesn'tmean you're not engaged in the business.
Even if you lose money or youdon't have to sell anything at all,
you can just have it for sale, and that means that you're engaged.
What does that mean? It meansyou need to have an FFL, which
they are starting to eliminate to sellthings, so that it includes advertising or

post for firearms for sale, includingany website. They want to shut down
any Internet sales. When I saysales, even offering for sale, like
hey, we've got a great dealgoing here. Contact your FFL you can
order up. They don't want anythingon the internet at all that has to
pertain to the sale of a firearm, even legally from dealer to deal with

(20:45):
it. They don't want it outthere. But this is what gets me
that the owners renting, purchasing,renting, or otherwise secures or sets aside
a permanent or temporary physical space asfar as I know, that could be
a gun sale to display or storefirearms that they will offer for sale,
including part are all of business premises, or a table or space at a

(21:11):
gun show. So if you havea table or space at a gun show
and you're trying to sell some ofyour grandfather's guns that you had or are
that you inherited, well guess whatthat now makes you engaged as a business
for profit if this goes through.So what they're trying to do is really
assault anybody who has them. Theydon't want you to sell them, and

the next thing you want to dois they want to come and take them
from you. So to you needto really look at this. Then numbers
of what they are trying to dois absolutely amazing in the detail. But
and so they've announced this, there'sninety days and December seven, which could
be a day of infamy, aset number two. But what happened on

We're gonna go right back to youbecause this is an important stuff in
regarding the ETF, and our presidentcame out and announced a new office this

week. Correct, Oh that isthat is correct? Just to happen Friday,
and under great pressure from the antigun folks saying that things aren't going
through legislation and judges are making sensiblerulings in many cases saying hey, you've
gone too far. Look at NewMexico going Hey, it's a public health
issue. So therefore, and definitely, I suspend all caring of either concealed

or open guns even if you havea license. I mean, this is
the kind of nonsense that's going on. So what they've done and said,
hey, we got to do somethingdifferent. So a group sent a letter,
a group of gun control groups actuallya correlation to all out of the
president demanding that an office creation.So he announced the new White House Gun

Control Office, So which, asthey say, as a clear signal,
the White House is going to targetgun control through the next presidential election.
This is his goal, actually totake away your firearms. Can't control the
people unless you control their firearms.So they put in the White House and
it's brilliance said that this office iscould be overseen by the giggling, bus

loving Vice President, Kamala Harris willoversee the office. They probably won't even
tell her where it's located, ifthey're smart. But it's going to be
led by prominent gun control advocates.And we'll their quote is, and we'll
focus on implementing executive and legislative actionto end the scourge of gun violence.

Doesn't have anything to do with that. Really, it has everything to do
with taking your rights. So theperson in charge is Stephanie Feldman, who
is a longtime policy advisor to PresidentBiden on gun issues. She's going to
be the director. She's gonna havea couple of deputy directors. And one
of them, Rob Wilcox, isthe director of government affairs for the gun

control group every Town for Gun Safety. So you've got that group, You've
got the Soros funded folks, youhave all these folks, and they're going
to be in this new office.Well, guess what the letter is demanding
that the office create a five billiondollar fund to advance gun control efforts.

(24:48):
Five billion dollars to advancing from thislittle office. A ban on all foreign
made firearms, so no more foreignmade firearms, forget about those waters,
get about those other things that arecoming weaponizing the Federal Trade Commission against firearms
marketing. This would be anything internetand I guess anything, maybe even newspaper.

I don't have Federal Trade Commission overseas, all of all of the federal
trade and then a gun control outreachprogram so as all part of this.
And then a detailed plan on howto enact this bipartisan Safety's Communities Act,
which is what I just talked aboutwith this rule making, how they want
to make even what they call anindividual sale of a gun. They had

in the rules that, by theway, this is really important, that
they were going to put in anumber. They even said that we're going
to put in if you sell somany guns that you know a year,
you could be engaged in the business. Well they changed that. They said
even an individual sale of one firearmcould necessitate that you may have to have
a license, a federal firearms licenseyou would apply for and guess what the

gun to troll access. To geta federal firearms license, you have to
have a place of business that issubject to federal regulations, state and local
regulations, taxing the whole thing todo that. Think about that one firearm.
So this office, it's been reallywell we see by the Brady the
Brady Group, Chris Brown is thepresident of the Brady Group, send a

press release just as steamer response tohurricanes and earthquakes. We have desperately needed
a federal agency dedicated to what respondingto this growing public health crisis. This
is their new terminology. They haveall these nuisance laws about rats, mosquito
shock around. They want to throwownership of firearms into that. They've tried

it in Columbus. They even mentionedas a public health crisis. That's what
it is, and this is whatthey are trying to do. And if
they get five billion dollars to doit, they're gonna have a They're going
to have a good head start.So JC, I think one of the
things that we get so passionate aboutthis the reasoning is, let's say for

a moment that they were going tonow regulate the sale of any firearm,
any firearm even between friends or neighborsor whatever. What's unseid in this is
how do you regulate that? Jac? How do you ensure the government knows
and is able to step in andsee when a gun changes hands without going

through a background check. How wouldyou be able to see that? Well?
Of course, other's estimated now aboutfive hundred million firearms and the United
States, and you need to knowwhere every one of those firearms is.
Right now, who are registrates firearms? I need a list. I'm making
a list. I'm checking it twice. So we have to know everything that

you own. Even though there's afederal law saying that the United States of
America will not maintain a firearms registrationlist, but it is impossible. These
are vacant words unless they know everythingthat you own and everything of this fell
the guy owned and catch Bob witha serial number that belongs to you.

Well then if there's no transaction,well now you're a felon and we need
to confiscate everybody's guns and everyone's committedto felony, and it's it's it's it's
time to put your way. Thisis what they are trying to do,
and nothing about safety. There's nothingin this proposed bill. There's nothing in
this office uh that says anything exceptwe want to regulate your ability to sell

buy guns, and we're going tomake it so no one can do it.
Basically what you would I would bemore willing to accept it, or
any of these proposals if it wastruly had people sitting on that in that
department, from across the board.I mean, if they said, hey,
we have an NR A rep onhere, we have law enforcement,

we have all these people, butevery time it's one sided. I mean,
how can you in good faith,if you are genuine about trying to
get to an end that is meaningful, how can you do that by leaving
half the people out of the conversation. They're not genuine and so that should

be a clue to all of usthat they have one intent, and that
intent is to take I mean theydon't even hide it anymore. They come
and say, hey, we're comingafter your AK forty seven and it's not
even hidden left to take over andthen want to know where everything is.
And think about that, if you'resell one one firearm, that they could
say, well, we are presuming, and that's what they say. It's

in the law says there's a presumptionof engaged in business, even if a
single firearm it's sold. Oh,by the way, you need an FFL
or you don't have one, Wellthat's an offense. Oh yeah, get
one. Oh you've got to havea place to do business. And we're
going to come and inspect and regulate, and are you kidding me? I'm
trying to get her grant US twentytwo And this is what you're going to.
So this is what it is comingto, and this is this is

really serious. So yeah, there'ssome senators that are stepping in right away.
There's a Senator Mike Braun who's arepresentative of Republican Partment from Indiana and
Representative Mike Cloud from Texas introduced billsthis week called the Protection of the Right
to Keep and Bear Arms Act toprohibit the President and the Secretary of Health

and Human Services from signing off legislationthat is attempting to use public health orders
as a means of violating American civilliberties with the stroke of a pen.
They can't say public health crisis.You can't own them, you can't display
them, you can't do anything.This is kind of what they tried to

do in New Mexico when they saidan indefinite suspension. And there's also Senators.
Several senators signed a Leonard this weekto Attorney General Merck Garland demanding that
the Apartment of Justice and the ATFwithdraw the proposed rule to define individuals engaged
in the business of selling firearms.It is so broad that covers everything and

everybody. And this is wow.This is serious. This is serious stuff.

sure that it was out there.Brian, you are like a lot of
guys. You are on the frontlines, and more ways than one.

on the streets with Franklin County.I mean, you're seeing things firsthand.
You have an insight into the windowof what is actually going on on the
streets, and so I'd like tobring you guys on sometimes because I don't
think the general public really knows what'sgoing on. You know, you might
see a story here or there,but I don't think. I think you

(33:05):
need to talk to the officers onthe street, and you guys are in
that position to actually be able totalk about it. The ambushes, it
just seems like we saw another onethis week in Columbus. They're on the
rise. Talk a little bit aboutthat and what you're seeing out there,
you know, the ambushes, LikeI said, when you look back all
the other years, you didn't hearabout it as Austin because they occur.

(33:29):
I think that years in the pastwe were supported all the politicians. A
lot of the politicians supports the court. They help people accountable, and that
there was more of a deterrent.So now when when you commit a crime
and they're letting you right back outof jail almost before the ink on the

(33:49):
paper is drying, there's really nota deterrent right now. And you know,
politicians have they demonize the police.A lot of people won't say,
but they have. We've been demonizedand we don't deserve it. And I
blamed that on why were so manyassaults on police officers all throughout the country,

(34:10):
and really, I mean the onethis week, Not that it would
make it any better, but ifif there was an assault on an officer
locally and this week they got theguy, and if if you if you
looked at the guy and you know, oh, he was a relatively clean
record, and now and May andnow we're gonna the letter of the full
the force of the law is comingdown upon him. Maybe you could almost

(34:32):
understand that. But this guy,I mean, he has bright he has
going back twenty years. He hascharges for being a felon with the weapon.
I mean I looked briefly. Ithink even as as recently as June
he had a charge for a robberywith with weapons. I mean, what
is going on here in central Ohiothat we're continuing to let these people on

(34:57):
the streets and they're going out thereand trying to harm or kill law enforcement?
Yeah, Eric makes no bones aboutit. That guy should have been
locked up many many years before heshould have stayed locked up. He would
have not been able to shoot atthose police officers. And by and by
a great to God, he's nothe's not killed. If those officers didn't

(35:20):
kill him, those in a professionaljob at night, they handled this situation.
And you know, I'd like tosay that society has failed. When
has it been okay for officers topull up on a run, even an
unrelated run, and someone sees apolice officer and they say, you know
what, I'm gonna take a shotat these guys. What actually comes over

for his mind? The only thingthat comes to my mind is lawless behavior.
They have a lack of a lackof any care for any human being.
They won't raise the right way.They don't care about the court system
and the court system. You know, I believe they probably at the court
system and say, hey, I'llget out pretty quickly anyway, right,

(36:05):
absolutely. And I mean and thehorrible ambush I think it was in La
this week. I mean an officerjust driving down the street and someone walks
up and shoots and kills him throughthe window. I mean unprovoked and nothing.
I mean, it's just we areat a bad place, not just
here locally, but but nationally andwhat can the average citizen do? I

(36:29):
mean, you know, we sitback here and we try to talk about
it and we try to let peopleknow what can people do? Well?
First, there that that that poorour hearts walk through that that deputing his
family. He was a third generationdebut share for that department in Los Angeles.
I can't imagine that family is goingthrough the degree and for what him

is putting a uniform, sitting ina patrol car driving down the street and
some monster comes out and just executeshim unprovoked. You know again, I
guess that I've said a bright stealersaid it. Society has fallen. Yeah,
yeah, that's because of their leaders, Brian. But that's because of

their leaders, the leaders that areall in office. They're they're allowing this
to happen from the mayor down.Yeah, you know, all these politics
and golf throughout the country. Theyit's cool to deefe fund the police.
There, you defund the police.Now they're swing more more money at police
officer than they ever have. Theytry to take away all their jobs,

(37:34):
and they weren't really the jobs theysaid they were going to try and take
away because they knew it wouldn't work, but they have to do something,
you know, they say, wehave to do something of all this gun
crime. You know they're gonna haveall these different gun takebacks. And you
know those programs are good. I'mnot knocking the programs. Just utilize the
laws you have on the books.Take the hands off off the police.

(37:55):
Let the cops get back doing theirjob every single day, and stand behind
them. Let's get the stand behindthose officers, right. You know,
you say, what can what canwe do to support our police? You
know what one of the number ofthings you can do? And when you
see a police officers say, theythank you for your services. That's all

(38:17):
they want. They don't want youhave to give them anything, for God's
sakes. But you know, whenwhen issues come on the ballot, they
qualified immunity, okay, And whenwhen these other far left people want to
bring this and say, you know, with a good away with take away
qualified immunity from these officers. Ifofficers don't have qualified immunity, they're not

(38:38):
going to do the job. Wecannot do our job. And that doesn't
give you a micag to scho andkill, because if you shoot the wrong
person. You're going to pay forthat with your freedom, despite qualified immunity
or no qualified immunity. But whenthat, if it comes on, if
it should come on the ballot,the best thing you can do is to
vote against that, vote for yourpolice so that you please have some sort

(39:00):
of protection when they're driving so fastto get to you. You know,
if they if they scratch that car, if they have a fender bender,
that you just can't rip their hopsfrom underneath them and tie them up in
court. You're right, bright,And when we're getting close on time,
what how is the morale in thestreet at all time low? You know,

(39:22):
these auticers are working so many hours. They're coming to work every day.
You'll see some rid there's only havetime to take the uniform. You
go get a pressed and get washed. When they do come to work,
they're just they're so tired, theysay. You know, we go on
certain runs when these auticers are offthere in the street. I'm on the
street anymore. I got off thestreet ten years ago, but I'm still
very close to the auto with thepositions that I do at work. I'm

(39:45):
also still closed to them through thethrough the frop supporting them, but they
say the same story. I hopeI'm supported on these different runs when I'm
when I'm driving too fast, whenwe have to kick a door because we
hear that screaming inside the house ofthat person being assaulted by an unknown person
side that residence. You know,I hope I'm not going to get sued

(40:06):
out him. I hope I'm gonnabe okay. You know, should we
should we have a use of force? I hope they have my back,
right right, and we do.We all need just making every officer out
there second guess himself, and thatone second or second guessing is going to
be critical, right, yep.And we all need to pay attention to
the politicians were electing to the Boardof Commissioners, were electing to these positions

that don't otherwise seem important at thetime. Judges and and uh you know,
the commissioners and stuff. They domake an impact, right, Thanks

knew they passed. The governor youknow, called it's a health crisis.
So we're gonna indefinitely suspend your rightto have concealed or open carry in all
of Albuquerque and all the county.Well guess what when people heard about this,
they had the busiest days ever atthe gun stores. Some of the
owners said, I've been getting peoplewho never come into a gun store before.
They're concerned about their freedom and theirrights. In other way, gun

store side people are upset. There'san attitude that the governor isn't respecting our
rights. And by the way,numerous public officials, even the county sheriff,
who was supported by every town forgun's sake, he said that they
were not going to enforce any ofher nonsense laws simply because you know it's

unconstitutional. So again, this iswhat's happening. They're trying to use the
as I mentioned before, were earlierthis public health crisis. This is a
public health crisis or nuisance, andthey're trying to roll firearms into basic hygiene
of having rats and unkept lawns andthings like that in New York to add

firearms possession into it our ownership.This is they they're going full tilt and
this is what they want everywhere.So anyway, hey, hey, what
do you do about it? Senatorsrepresentatives please right tell them that this this
ATF role is nonstatch and really makeit. We have to be vocal,
