Right now, let's say good morningto Orange County Supervisor Katrina Fully. Good
morning Katrina, thanks for getting upwith us so early this morning. Yeah,
it's good morning. It's great tobe here. So this morning,
Supervisor Fully, we're going to betalking about e bikes because e bikes seem
like a great idea. They looklike at a lot of fun, but
they've become a real problem. Sowhat's been happening. Well, you know,

as soon as I became a supervisorfor South County in twenty twenty two,
I started getting all kinds of requeststhat we regulate e bikes. And
part of the problem is we havea lot of young people who are under
sixteen even riding motorcycles, not ebikes, right, they're actually motorcycles,

mobeads, et cetera, and theyrequire a license, and they're just not
really following the rules of the roador recognizing pedestrians. Some senior citizens are
getting injured. We saw a fivehundred percent increase in injuries. Chalk Hospital
is reporting that two thirds of theirpatients, that our child patients are coming

in with e bike trauma. Sowe needed to do something, And so
what what are you doing? Sowhat we're doing is we we have initiated
an ordinance and this will apply onlyto the county unincorporated areas and all of
our Orange County parks, trails andparked areas. And so it would require

you know, sidewalk speeds, helmetsfor miners, yielding to pedestrians and equestrians
in the case of South County areas, consequences for driving without a license when
required. It also helps us toyou know, identify what are the different
types of e bikes Class one,two or three, and that really is

based on pedal assists and speeds.Anything going over twenty eight miles per hour
is a motorcycle and you have tohave a license with those. So this
will help our our peace officers helpedto enforce, and our park rangers help
to enforce because prior to the ordinance, we really didn't have any regulations on

the books here in Orange County.Now that's different from the cities, of
course, they have their own ebike ordinances. Okay, so then my
question that you mentioned that there's nohelmet rules, but there are helmet laws
for bicyclists right or for bicyclist isvoluntary. This is helmet laws for e

bikes. Right, I'm just sayingbecause some people are going, oh,
well, it's just a bike thathas a little motor on it, so
wouldn't the same rules apply. Butyou're saying, no, they're actually more
like motorcycles because they they're powered bymotors and they can go really fast.
That's right. And look an ebike. I have an e bike.

It go, it's it's very powerful. And so if you are a twelve
year old or fourteen year old,uh, and you're not wearing a helmet
and you crash on an e bike, you could have serious brain damage that
could hurt you for the rest ofyour life. And we've been seeing kids
on e vipes, uh, youknow, two or three deep on a

seat and you know, some onthe pedals in the back, and so
it has become a little bit outof control. I when I first was
elected, I would get these complaintsabout gangs of e vibes, and I,
you know, I just kind ofblew it off at first because I
thought, oh, that's silly,you know, first world problems. But
as it turns out, there,you know, people were getting injured significantly

and animals getting run into. Wehad just recently dogs a lot of dogs
getting run into. Yeah, andthen just a little bit of laws,
I guess I would say, Sowe're not trying to put anybody in jail
over an e bike, Okay,come on, but it is just to

you know, it'll help give atool for like if if someone is riding
a motorcycle, maybe parents don't knowit's a motorcycle when they buy it because
the stores aren't really telling anyone.And then this will give a tool for
the peace officers to say, look, you need to get a license if
this, or you're not even oldenough right to have this motorcycle? Right,

(04:34):
I think, well, and Ithink the interesting thing you said like
the little gangs. It's like alittle mini motorcycle gangs for kids, like
in her Mosa Beach, which Iknow is it's La County, but I
think it was for most of beach. Last weekend there was a whole gang
of them, like fifty of them, and they started setting off fireworks and
causing all kinds of problems. Andwe've seen those kinds of groupings of e
bike riders, yes, and wein Ladera Ranch is where this sort of

got an issue. It did.We had a lot of complaints because the
kids would roll thirty deep down CrownValley or down the in the neighborhood and
you know, hitting all of themirrors off of the cars, throwing water
bottles with that are frozen water bottleof that people. So enough of the

community was reaching out to try tosay, we need to get some control
over this before someone dies. Reallythat's kind of the issue. Okay,
So you've got the ordinance introduced towhat's next June twenty fifth. It's on
our agenda for final approval, andwe do have support from the sheriff for
the ordinance and our Traffic committee that'scomprised of law enforcement and representatives from the

community. They also weighed in andmade recommendations. So I think it's pretty
well teed up. We our firstreading was unanimous, so we will we'll
stay it back on June twenty fifthfor final adoption. Let's just keep those
