four hour newsroom. La County supervisorshave agreed to pay nearly five million dollars
to settle a civil rights lawsuit bya man who says he was severely beaten
by sheriff's deputies after a traffic stopin Englewood. The man's lawyer says he
was struck in the face to fortyfour times in twenty twenty, which left
him unable to see out of hisleft eye. Also says his teeth were

knocked out and he had bone fracturesin his face. A nineteen year old
suspected of fatally shooting a man ata Metro Orange Line bus stop in Mesita
has been returned to the US fromMexico. The deadly shooting happened on August
fourth. Members of the LAPD's Gangand Narcotics Division and The FBI Fugitive Task

Force found Angel Garcia in Mexico lastweek. A hit and run driver who
killed one bicyclist and injured two othersin Huntington Beach may have been targeting bike
riders. We don't know the motiveat this time, but Huntington Beach Police
is Jessica Cuccia did say in allthree separate incidents, witnesses and the two
riders who survived described a very similarvehicle that intentionally sideswiped the bicyclists. We're

looking for a black Toyota for dorsedanwith significant front passengers side bumper damage.
The calls all came in between tenand eleven Sunday night. We just need
to get this person off the streets. Investigators are asking homeowners and businesses to

I News, an expert, saidcivic leaders and the owners of old brick

buildings need to learn lessons from theearthquake in Morocco that's killed more than twenty
nine hundred people. Craig Chamberlain isthe president of the Structural Engineers Association of
Southern California says, some of ourbuildings are similar to those in Morocco.
The masonry structures there are similar tothose structures here in Sunny California in the
way that they're unreinforced, meaning theydon't have any reinforcing within the walls to

resist earthquake loads, and those typesof buildings are certainly susceptible to earthquake damager.

McCarthy's announced intentions to launch an impeachment, impeachment inquiry and President Biden's family business
dealings, right, and what hedid yesterday, he stopped short of what
he said he was going to do. Kevin McCarthy repeatedly said what he was
going to do was asked the Houseto vote to initiate an impeachment inquiry.

What's an inquiry? Yeah, Whilean inquiry is a formal process, What
he has said instead is he's directingit unilaterally. He's doing something that he
excoriated Nancy Pelosi for doing three yearsago when Nancy Pelosi in twenty nineteen,
in the aftermath of the release ofthe Ukraine Call transcript, when Donald Trump

was on the phone with Lodimerzelinsky anddropped Joe Biden's name in a conversation about
javelins and other US support for Ukraineand suggested that the only way to get
that support would be for Ukraine toinvestigate Joe Biden. The House Speaker then
said that there would be an impeachmentinquiry. The Republicans pushed back at the

time, saying that that's not theway this should be done. There should
be a full vote on the Housefloor, and ultimately there was a full
vote on the House floor that theyvalidated the inquiry that established a process that
ultimately led to the impeachment of DonaldTrump the first time, and it sparked
a trial in the Senate. Thesecond time that Donald Trump was impeached,

there was no impeachment inquiry because itwas in the aftermath of January sixth,
and the House very quickly adopted articlesof impeachment. There's no requirement in the
law or the Constitution that an inquiryhappened in the first place. Articles of
impeachment can be drafted and approved bythe House of Representatives without going through this
process. So what is this process? Right? In theory, it allows

(06:47):
the House of Representatives to go tothe executive branch and say, we demand
that you provide certain documents that willbe helpful to our investigation. And unlike
a regular commit at subpoena, whichyou might decide to thumb your nose at
or say that you can't provide becausethe executive branch has its own equities,
this is a formal inquiry within mindtoward impeaching the President United States, and

the words of Kevin McCarthy, itputs the House at the apex of its
power, and the courts would beprobably be more deferential to the House as
they seek particular information from government agencies. Now that works when the House has
actually taken this step, But theidea that the House Speaker himself is simply
going to say that he's initiated animpeachment inquiry. The Trump Justice Department had

an Office of Legal Council opinion thatsaid that that's not enough. So ultimately
McCarthy may have to come back tothe House and ask for a vote.
But the reason he's not doing itnow is because he doesn't have the votes.
Because a number of House Republicans saythat they see the smoke, they've
heard the innuendo, they've read theinsinuations, but they don't believe that there's

enough to say that Joe Biden hascommitted treason, bribery or other high crimes
and misdemeanors. Now, how couldyou know that until you investigate? They'll
say, well, they'll investigate,but untiler and less there's cause to believe
that Joe Biden actually committed a crime, and the Senate should hold a trial
on those accusations. Those Republicans aregoing to sit on their hands. And

(08:18):
it's a small number, perhaps,but the margin for McCarthy's so small.
So what's going on here? KevinMcCarthy is under tremendous pressure from his right
flank to demonstrate right now at thismoment that he hears what they're saying and
he and he understands that he needsto be more aggressive and doing all the
things that they want him to do. Impeach the president, you know,

(08:39):
cut government spending more than Democrats wouldever be willing to do so much so
that so what if it causes agovernment shutdown on October Hurst, which at
this moment feels more unlikely than not. You know, look, the fact
is McCarthy yesterday made a symbolic statement. It was a rhetorical statement. It
was meant to assuage the members ofhis party who believe he's not being aggressive

enough, and it's meant to senda signal to executive branch agencies at the
House of Representatives is serious about this, and as they seek information with regard
to the Justice Department investigation into HunterBiden, if they're not willing to comply,
well then maybe in a few weeksthe House will vote to initiate an
impeachment inquiry, giving it greater thanit has right now. Stephen Portnoys,

it's a huge mess, that's allI have to say. I know that
you've straightened it out for us alittle bit, but boy, it's confusing,
and I just I think it's justcrazy. But we'll have to wait
and see what happens. Thank youso much for trying to clarify things.

that one side does it to theother, and then the other side does
it back and says, no,you can't do this, and then they
turn around and do it. Andnow I think every they're going to launch
impeachment proceeding is against every president movingforward. And then the other side's going
say you can't do that, andthen the next guy's going to get into
the office and they're going to say, hey, let's do that. Isn't

it fun? Love politics? Let'sget back to the some of the stories
coming out of the KFI twenty fourhour newsroom. Police have tracked down the
father of a baby found alone ina stroller in Ellie's Largemont area. They're
still looking for the mom. Thebaby was found just before three yesterday morning.
This woman says, it's pretty unsettling. I can never imagine someone just

leaving a baby like that. It'sabsurd, It's absolutely horrible. I feel
so bad for the baby because shewas left alone and God forbid, something
happened to her. Police say themom's ID was in the stroller. Targe
Alexandre is twenty five years old,five foot eight about a hundred fifty pounds
with black hair and brown eyes.A woman's been arrested for allegedly starting a

fire at a Target store in PointaPark. The fire last week was in
the children's clothing section. Police saythe fire was set during an attempt to
steal baby formula. A man fromSan Gabriel's been said to life in prison
without parole for the deadly shooting ofa Jack in the Box employee in al
Monte. The shooting happened during abotched robbery in twenty sixteen. The killer

was found guilty in June. Hewas also convicted of four other robberies and
two attempted robberies. LA County isworking to get state and federal grant money
to cool schools in an effort toprotect students from extreme heat. LA County
Supervisor Hilda Silis says a lot ofschools are some of the hottest locations in
the county. Supervisors say children,teachers, and communities need to be protected

as the county continues to see extremeheat related events. Former La City Councilman
Mark Ridley Thomas could dodge the beginningof his prison sentence. Ridley Thomas's legal
team says it plans to appeal hisconviction. In sentencing, the presiding judge
will decide if Ridley Thomas will getto remain free on bail while the appeal
process plays out. When he wassentenced last month, is Attorney Galia Omron

Setter team planned to appeal. Werespect the jury and we respect the court's
decision today, but there are significantlegal issues. Frilly Thomas has been handed
a three year prison sentence for abribery scheme. He was ordered to report
to federal prison on November thirteenth,La Trolley k if I News. Five
former Memphis police officers are facing federalcivil rights charges in the beating death of

Tyrene Nichols. Assistant Attorney General KristenClark says the criminal charges are separate from
a DOJ investigation into the patterns andpractices of the Memphis PD. The Justice
Department will never stop working to fulfillour duty to protect the American people from
excessive and unlawful use of force byofficials acting under color of law. Clark

says, when officers violate the constantConstitution, use excessive force, and ignore
serious injuries inflicted on people, theyarrest their actions erode the public's trust.
The charges announced yesterday allege the fiveofficers used excessive force, resulting in Nichols's
death. Hurricane leaves in the AtlantachIt's forecast to remain a large day injurious

storm for the next couple of daysat least. Officials say the category three
storm has sustained winds up to onehundred and fifteen miles per hour as of
late last night. They say it'slikely to cause dangerous rip currents and surf

talk Apple, new phone, newconnector, new watch, new AirPods,
and new plans to go green.Hey, good morning to you. A
Yeah, a lot of house herein Cupertino, as Apple typically does.
You know, new iPhones. Ithink that's the thing that most people are

going to be interested in. You'vegot new iPhone fifteen fifteen plus. These
get a lot of the pro featuresfrom last year. They get that Dynamic
Island, which is that little bubbleup at the top that shows you information.
They get a better forty eight megapixelcamera. They come in new colors,
including pink, which I don't knowif that has anything to do with
Barbie popularity, but you know it'sthere. And the big change here is

USBC on the bottom. This meansthat there will be one cable to rule
them all now, both on theregular phones and also the pro models.
Okay, so we're doing away withthe lightning so any older phones, so
it's just from the fifteen up.Yeah yeah, sorry, but but I

mean, look, if you haveone of these chargers from another device or
you you know, it'll just bemuch more universal. So a lot of
the you know, tech nerds likemyself. If you're traveling like I just
plugged in these headphones and I willno longer need to plug in. I'd
bring two pairs of headphones, onethat are USB and USBC and one that's
lightning, so I no longer needto do that, And of course all

the cables and things like that.The iPhone fifteen pros where things get interesting
because Apple is really separating these twophones now. One is much more higher
end features, one is much youknow when they introduced the new stuff,
and so the fifteen Pro models havea titanium frame. They also replace the
slider on the side, the thingthat switches between ring and silent that's now

programmable as an action button they callit. These phones can record three D
video later this year, and theyalso have on the Pro Max model,
which is the top of the lineof five times telephoto zoom, which I
know may not sound like a lotfor Apple folks. Are sorry for Samsung
folks because it goes up to tentimes or one hundred times, But for
Apple that is a big deal becauseyou'll be able to get closer pictures.

(15:54):
Samsung has superior photos. Their camerasare just wait middle or is that not
the case. There are entire YouTubeyou know, channels dedicated to comparing iPhone
versus Samsung. I think it reallycomes down to a matter of preference,
and yes, Samsung does a lotof things, right. I think that
a lot of people would agree thatApple does the best video on a smartphone.

(16:15):
But look, you're gonna pay forthese things, these pro models.
The regular models start at eight hundred, the pro models start at a thousands.
And it's interesting because there was arumor that Apple would raise prices.
They did not raise prices, butthey did do one tricky thing. They
made it so that you can't getthe same price as last year. You
have to pay one hundred dollars more, but you get double the storage,

which is what you would have paidlast year. So it's a little confusing.
I'm all for more storage. Igot a phone last year and it's
already full. Yeah, that happens. They also, by the way,
have two new tiers of I cloudstorage. You can get six terabytes of
online storage or twelve terabytes of onlinestorage if you ever take that many photos
or videos. The other thing Ithought was interesting me, by the way,

(17:00):
is that all of these phones,Apple did a deal with Triple A,
so you can now get Triple Aover satellite, which means even if
you don't have a cellular signal andyour car breaks down, you can still
summon Triple A for help. Okay, that would be really cool because I
know that when my car broke down, I was like, I hope I
have cell service, and luckily Idid. But that that's kind of a

nice, breathe easy kind of thing. Okay, So we've got the new
phone that's expensive, and we've gota new Apple Watch too. Yeah,
two new Apple Watches, the Seriesnine the Apple Watch Ultra. These are
largely sort of iterative, you know, upgrades, incremental upgrades. They both
get this new feature called double tap, which you know, you basically tap

your your two fingers together to selectwhat's on the screen. So it's almost
like a gesture in the middle ofyou know, the work. You know,
it's just kind of like a littlegesture you do, and it could
help if you have one hand,like with a coffee in your hand,
and you want to disconnect your phonecall or start your phone call, you
can easily do that with the AppleWatch. Prices remain the same there,
the screens are brighter, they're faster, all that good stuff. I thought

this was interesting though, amy theyare eliminating. Apple said yesterday no more
leather whatsoever in any of their products. That's it. They are done.
So they made this new leather,you know, sort of fake leather that
they're going to use for their watches. But if you think about it,
Apple makes a lot of accessories thatinvolve leather. They say, nope,

we're going carbon neutral. We're done. Leather's not very good form, but
we're done. I have silicone orsilicon or whatever it is. I like,
yeah, yeah, I think that'sgrippy, and I think that that's
I always that's the case that Ilike because it's the grippiest case. But
leather cases are very popular, youknow, because it's like an accessory,

(18:51):
you know. Apple has a dealwith I don't even know how to say
this properly, but Ormez, Ithink you call it right. Okay,
there you go. They have Ormezis not eliminating leather from their portfolio,
but they're no longer supplying Apple withany leather bands for their watches. So
I thought that was pretty interesting.Apple says they're going to go carbon neutral
by twenty thirty. They spent alarge portion of yesterday's keynote talking about their

environmental their environmental concerns and everything they'redoing to figure out better ways of doing
things in their business. Okay,and one last thing new air pay can't
say it AirPods. Yeah, Sothe AirPods. The thing to know about
them is they are getting a newadaptive mode, which is really cool.

I have a chance to sample thatyesterday. That basically, well, it
means that you can pretty much wearthese headphones all day long, these earbuds,
and they will adapt to whether you'relistening to music, whether you're talking
to someone, whether you're an allowedarea a soft area. They just figure
out what they need to do tomake your audio sound good and also to
make it so that you can hearother people and you're talking to them.
It's a really cool feature to hundredand fifty bucks for those and they will

have USBC on the bottom. Onecool thing about that, amy is that
you can now plug your air airpods into the bottom of a new iPhone
and you can charge the case.So if you're ever out and about and
you don't have battery, that's onemore way to charge. Oh okay,
that's kind of a cool feature.It's two fifty. What are they what's
the going rate for AirPods? Isthat normal or did they go up?
Yeah, it's funny you say that. I had to check the price right

now that the other ones are sellingfor about two twenty so but that's on
a discount because they've been out forabout a year now. So two fifty
is about the going rate for thoseAirPods. So but the big thing is
that you get that, you know, the USBC feature, so that's going
to be you know, handy,so that again you only have one cable
for everything. So phone case allgood. I Watch Apple Watch. Apple

Watch is still going to charge wirelessly, so that's that's still the same facture.

NBC special correspondent Jane Wells. Jane, good morning. You have inflation numbers
for US, I do they justcame out. Inflation in August rose a
little hotter than expected. Now forthe year, inflation is trending at three
point seven percent. The feed targetis always two percent, and so this

is a big question on whether ornot the feed may continue to raise rates.
People are expecting them not to whenthey meet next, but inflation is
still an issue, and that's whythey have been raising rates over the last
year or so. If you takeout food and energy, inflation for August
was up still and for the yearwithout food and energy it's at four point

(22:02):
three percent year over a year.So this we still got higher prices than
certainly, man, I don't well, you've been the gas pop lately,
but wow, oh up sixty cents, Yeah, at sixty one cents in
the last fifty five days or somethingcrazy like that. Yeah, so yeah,
it's uh yeah, why would youtake food and energy out of the
equation? Those are two big things. This is always my beef to use

a food pun. They they calla core inflation about stuff that's a bit
more stable because food and energy pricesare very volatile to go up, they
go down, they go and godown. So they always give two numbers,
the overall inflation and the core inflation. It's all inflation to me.
Okay, So Jane, you havea story about why promoting people can backfire

(22:48):
on you. This was such ahuge surprise. It's from ADP, which
studies the job market data, andthey looked at that job histories of over
a million Americans between twenty nineteen andtwenty twenty two, so that includes the
pandemic, which may mean something.They found that when you give someone a

promotion, out of these million Americans, nearly thirty thirty percent of them quit
their jobs within a month, butwithin a month, but only eighteen percent
would have quit if they had notbeen promoted. So ADP is suggesting you

(23:33):
increase the chance of someone quitting byrewarding them with a new title. Now
they say, well, okay,why is this happening. They suggest two
things. One is that people whoget a promotion suddenly now have a better
resume to go out look for anew jobs. Or people who get a
promotion don't get a raise in pay, or they aren't given the job skills
for the new job, and sothey get frustrated, and that's why they're

more likely to quit because they're nothappy. I think it's different. I
think what they have found is afterabout a month, if they're still on
the job, that difference between quittingwhether you've been promoted or not, it
starts to narrow, so it's nota big difference. So it's only in
that one month period reach it thisbig difference that has me wondering if people

are being promoted as a last minuteeffort to keep them because they're already unhappy.
That could be it, or likeyou said, they get a new
job, or they get the promotion, so they're all of a sudden the
vice president such and such, butthey don't get the money to back it
up. Or maybe they get alittle bit of a bump, but then
they go, well they didn't giveme what I wanted. Forget it,
I'm out of here. Yeah.I always say, how much you're valued

by the company is what's in yourpaycheck. It's not your title exact amundo.
Okay. So I know that alot of people are planning to travel
again. There's people still have thetravel bug. I've got a story that
I want to do later this weekabout how even though we don't have the
money to do it, people aresaying, screw it, we're traveling.
But if you want to travel abroad, you better plan ahead. Yes,

if you want to use Global Entry, which I am a huge fan off,
it costs one hundred dollars at lastfive years, and if you plan
to take more than one trip abroadover five years, I think it's so
worth it because when you come backin the country, you fly through customs.
It is I am a fan,but I'm not the only one who's
a fan. The people who haveit now grown from two million to twelve

million Americans in the last decade.And the weights are so long because you
have to do an in person interview. It is taking months. Some people
are reporting they're having to wait fora year to get their Global Entry approved.
So the Wall Street Journal says,if you plan to get one,
do it now. If you needto renew yours in the next year,
get that appointment now. If yougo online, I'm seeing down by Lax

they have an office for interviews onlast anaca that the weight is only like
fifty days, but then they haveto process it so I think it's worth
it. But it's getting your passportredue now, which it takes me a
long time. Get on it well. And even if you're not planning on
traveling in the next year, thisthing is good for five years. It

is, so you might as wellget on it now so that when you
plan that trip for twenty twenty fouryou can do it. But I don't
know Amy, if you have itor if you said I also have TSA
pre check because I play so much. But global entry when you're returning to
the country and you don't have tostand in that long line for passport control,

last month, shortly after La citycouncil approved a package of pay raises and
bonuses. Apparently those the higher payand the bonuses are working for getting the
recruitment levels up. We're just minutesaway from handle on the news this morning.
I betcha he's going to be talkingabout that convicted killer who is now
back in custody. But Bill's alsogoing to give us his take on the

meeting between Russia's President Putin and Northis Kim John Own. So there's a
new program in Long Beach to keepwomen safe when they go to bars.
It's called the SIP Safe program.You may have heard about it. It
launched just a few days ago,but we wanted to dig a little deeper
into what it is and how youcan use it. So let's say good
morning now to Long Beach Vice MayorCindy Allen. Cindy, tell us more

(28:18):
about the safe SIP Safe program.Well, thank you, Amy, I
appreciate you having me. You know, I introduced this original legislation just to
address the problem of folks who havebeen drugs by what we known you on
the street as the rape drug orGHB. And I had heard about,

(28:40):
you know, just incidents happening inLong Beach bars and knew that something had
to absolutely be done about this.And you know, Amy, I'm a
retired police officer and this type ofcrime just really just chaps my hide and
and so I knew that something hadto be done, and so have work

(29:00):
with city council and we allocated abouttwenty five thousand dollars for these test kits,
and that will give us about fortyfive hundred or so kits and each
of them have about ten kits init, and bars in the city of
Long Beach can just request for thesetest kits and it will be delivered to

(29:23):
them. Okay, So you mentionedthat you had heard about this, and
I get you, Like, it'sa scary thing when you think, oh,
I'm just going out to a barand then you wake up the next
day and you've been raped or somethingand you don't even know it because somebody
slipped you a mickey, you know, which is the old term for it.
But how big of a problem isit, Well, listen, it's

(29:45):
a it's a bigger problem than Ithink we know. And I have I
talked to several women. One womanin particular, she said, you know,
she was going out for drinks afterwork and she doesn't remember anything after
you know, a couple of drinks, and she woke up the next morning
in someone's garage. And it's reallyyou know, when this stuff happens,

(30:11):
it's embarrassing. People blame the women, like they drink too much, and
most women don't report. And soif I can encourage if anyone is in
a bar and they feel like alittle fizzy or something that's happening. They
need to call nine one one immediatelyand there's no shame in doing that.

(30:33):
We need people to report this.We have seen that the numbers have gone
up over the last couple of years, but I can tell you the numbers
don't really indicate how how prevalent thisis happening, and not just Long Beach
bars, but bars all over thestate. Is this the first program like
this the ship safe program? Orare you modeling this after other cities now

(30:56):
where there are other cities in theSouth Bay that have tested this, and
so yes, this has been modeledafter them. Okay. So the bars
then are the ones who would requestthe testing kits? Correct? Correct.
So we're trying to make this aseasy as possible. You know, we
have a very diverse community here onLong Beach. We have a very diverse

(31:19):
bar scene, entertainment scene. Sothese will be available and many different languages
on our Health Department website and soany establishments so our events can go on
and request those test kits. Okay. So then if you're at a bar
and you go I want to makesure my drink is safe, you just

(31:40):
go up to the bartender and sayI want a testing kit or how does
that work? How does that getyou know, funneled down to the people
the end user. Basically, Yeah, So basically the person patron would request
a kit, and basically it's astrip. It has two dots on it
and you can either use your strawto put your you're some of the liquid

(32:00):
from your drink over the two dots, or you could use your finger and
and then you know there's a darkblue color. Then it's indication that there
is some type of GHB in yourdrink. So it would be it would
not be the bartender necessarily testing.It would be a strip that the patron
would obtain and then test their drinkif they had any suspicion that they could

(32:22):
have been drugged. Okay, andthere's no cost to the bars for this
or to the patrons for this,because the city's picking up the table.
That is correct, there's no cost. Again, it's just making sure that
as many establishments as possible that wecan get their hands on these kits and
that they're behind the bar so thatif a woman feels that or has any

(32:45):
suspicion that she might have been drugs, that this is available for her to
test. Okay, and they're availablenow, Yes, they are okay.
So where can if we have abar owner or operator listening, where can
they Where can they go apply toget some of the kids. So you
can just go on the City ofLong Beach Health Department website and there will

(33:06):
be a link for any establishments toorder the kits. And like I said,
I think each there's forty five hundredkits available and each of those forty
five hundred kits have ten task kits. And now that's forty five thousand,
yes, lovely. And so whena wingman isn't enough, try the Ship

(33:27):
Safe program. That's right, youknow what. Listen, We're going to
make sure everyone's safe and Long Beachand I'm hoping that everyone knows about SIP
safe and everyone participates. So staysafe out their women. We're looking after
you. We got your back,all right, Vice Mayor Cindy Allen.

they just mentioned a couple of minutesago, an escaped murderer has been captured
after eluding hundreds of searchers for twoweeks. He hit out in wooded areas.
He broke into holmes, took food, He ran off as one homeowner
was firing shots at him after hestole a rifle. He also stole a
vehicle. He changed his appearance.But now Danello Cavalcante is back in custody.

(34:16):
We're expecting to get more information abouthow they caught him, when they
found him, and well what's next. Of course, what's next. He's
going back to prison for the restof his life because he's a convicted murder.
But that's happening about six thirty,so we'll bring you the latest right
here on kfive. How Speaker KevinMcCarthy says he's directing the House to open
an impeachment inquiry into President Biden.McCarthy is meeting with lawmakers in private this

week. He's also dealing with effortsto pass legislation needed to avoid a federal
government shutdown. Nearly seven hundred LAPDofficers have sued the city, alleging their
safety has been impacted by the releaseof department photos and personal information through the
California Public Records Act. The suitfiled yesterday claims the department negligently at least

(35:00):
the information earlier this year. Itwas then posted to various websites. The
suit says it puts the lives ofthe officers and their investigations at risk,
and a government watchdog agency in Francehas ordered Apple to withdraw the iPhone twelve
from the French market because of claimsit puts out too much radiation. The

(35:21):
National Frequency Agency yesterday also called onApple to implement all available means to rapidly
fix the malfunction for phones already beingused. Apple has disputed the findings.
