Secondo un’inchiesta del Financial Times ripresa da Dagospia e da diversi media europei, la presidente della Commissione starebbe lavorando alla creazione
di un nuovo organismo di intelligence direttamente sotto il suo controllo.
Un progetto ambizioso – e controverso – che molti hanno già ribattezzato la "CIA europea”.
L’obiettivo ufficiale sarebbe quello di coordinare e centralizzare le informazioni provenienti dai servizi segreti dei vari Paesi membri, creando una cabina di regia unica capace di analizzare le minacce globali: terrorismo, cyber-attacchi, guerra ibrida, disinformazione.
Ma dietro la retorica della sicurezza comune, emergono forti perplessità.
Gli Stati membri non sono stati formalmente consultati, e alcuni diplomatici temono che la Commissione voglia estendere il proprio potere in un ambito – quello della sicurezza nazionale – che resta prerogativa dei singoli governi.
In Europa esiste già l’INTCEN, il centro di analisi situato presso il Servizio Europeo per l’Azione Esterna.
Creare una nuova struttura parallela potrebbe generare conflitti di competenza e duplicazioni burocratiche.
Inoltre, inserire un apparato di intelligence nel cuore della Commissione solleva interrogativi sulle garanzie democratiche e sul controllo politico di tale potere.
Von der Leyen, secondo alcune fonti, vorrebbe rafforzare l’autonomia strategica dell’Unione in un momento in cui gli Stati Uniti di Donald Trump sembrano intenzionati a ridurre il loro impegno nella difesa europea.
Un segnale chiaro: Bruxelles vuole contare di più, anche sul fronte dell’intelligence.
Resta da capire se gli Stati membri accetteranno di condividere informazioni così delicate con un organismo sovranazionale.
O se questa “CIA europea” rischierà di diventare solo l’ennesimo terreno di scontro tra la burocrazia di Bruxelles e le sovranità nazionali, ponendo dubbi molto preoccupanti sulla sua creazione, ma soprattutto su chi la guiderà e sui potenziali conflitti d’interesse di Ursula von der Leyen, già criticata per la gestione della pseudo-pandemia e per le sue posizioni sulla guerra in Ucraina.
