Segment one why are thesechanges happening?
Let's start with a simple butvery important question why do
we even need new standards?
Here's the honest truth.
The 2015 standards were flawed.

They were overly complex, toomany grey areas leading to
inconsistencies in complianceprocess.
Heavy focus, more toinconsistencies in compliance
Process.
Heavy focus, more on paperworkthan real training.
Outcomes Not aligned withmodern industry needs.
Our workforce has changed, butcompliance hadn't caught up.
The government saw this andsaid enough is enough.

We need to reset the 2025standards.
Aim is to improve training andassessment quality so students
actually gain jobs, ready skills, strengthen governance and
accountability to prevent dodgyRTO practices, reduce red tape.

Fewer unnecessary admin burdens, more focus on student success.
So, instead of just tickingcompliance boxes, the new
framework is about proving thatyour training deliverers real
value.
It's a major shift, but,honestly, it's one that is well

(03:40):
overdue.
Well overdue.
Segment two what's changing?
The new standards explained Allright, superheroes.
Now that we know why thesechanges are happening, let's
talk about what's actuallychanging.
The standards for RTOs 2025have been completely

(04:05):
restructured.
Gone is the old 2015 framework.
Now we have a clearer, morestructured approach built over
four key quality areas.
These aren't just minor tweaks.
This is a full compliance resetdesigned to put the focus back
on quality, training, studentsuccess and accountability.
Let's break them down.
One training and assessmentraising the bar on quality.

Let's start with the heart ofyour RTO training and assessment
.
The 2025 standards aretightening the screws on quality
delivery to eliminate poorpractices and ensure real
industry alignment.
Here's what's changing.
Industry engagement must bemeaningful and ongoing, no more

(04:49):
one-time tick and flicksign-offs from industry reps.
Rtos must show evidence of real, continuous industry
consultation that shapes theirtraining delivery and assessment
and assessment.
Assessment validation is nowrisk-based.
High-risk courses likeconstruction, aged care or

(05:17):
aviation require more frequentvalidation cycles.
All training products must gothrough structured validation
every five years, but RTOs musthave a risk-based approach to
prioritising high-risk areas.
Accelerated learning andclustering must be justified If
your RTO offers condensedcourses, you need to prove that
students receive adequatelearning and assessment time.

If you are clustering, you mustdocument why it's appropriate
and how it meets trainingpackage requirements.
Rpl, or recognition of priorlearning, is now much stricter.
Rtos must prove that RPLevidence is current, authentic

(06:00):
and sufficient.
No more paper-based referrals.
Trainers must assess workplacecompetency through real evidence
.
Simply holding a qualificationis no longer enough.
This means that if your RTO hasrelied on loose industry

(06:22):
consultation, rushed assessmentsor lenient RPL approvals, now
is the time to tighten up yourprocesses.
Two vet student support, a moreholistic approach to student
success.
Next up is student support and,trust me, this area is getting

(06:42):
a major upgrade.
The government is puttingstudents first, ensuring they
receive better guidance, supportand fair treatment throughout
their learning journey.
So what's changing?
Pre-enrolment assessments arenow mandatory.
All students must go throughpre-enrolment screening to
assess suitability for theirchosen course.

(07:04):
This isn't just about meetingentry requirements.
It's about making sure studentsare set up for success LLND, so
Language Literacy, numeracy andDigital Skills and Support must
be part of the student supportservices.
Rtos must have clear strategiesto support students with LLND

(07:25):
needs.
Digital literacy is nowrecognised as a core requirement
for most courses.
Wellbeing services must betailored to the training product
.
Different courses requiredifferent levels of support.
A student in nursing will havedifferent wellbeing needs than
someone in cyber security.

(07:46):
Rtos must customise theirwellbeing programs to match the
course demands.
Cultural safety and inclusionpolicies are now required.
Staff must complete FirstNations cultural safety training
to ensure inclusive learningenvironments.
Complaints and appeals mustdrive continuous improvement.

(08:09):
Our school wants evidence thatfeedback, complaints and appeals
are being used to improvetraining and operations.
A student complaint can nolonger just be noted and closed.
Rtos must act on trends andrisks.
The bottom line is, if your RTOhas weak student support

(08:32):
services, lacks LLND strategiesor treats complaints as a
formality, you must fix them now.
Three vet workforce raising thestandards for trainers and staff
.
Now let's talk about the peopledelivering the training your
trainers, assessors and supportstaff.

(08:53):
There's been a huge shift inthis area.
Every staff member, not justtrainers, now has compliance
obligations.
Here's what's changing.
All staff must complete ongoingprofessional development.
This isn't just for yourtrainers anymore.
All RTO staff, including admin,compliance and management, must

have annual professionaldevelopment records.
Trainers working undersupervision must have clear
oversight.
If an unqualified trainer isdelivering a course, the
supervising trainer must beactively involved.
Just signing off is no longerenough.
New rules for industry expertsin training delivery If you

(09:39):
engage industry experts to trainstudents, they must be clearly
documented in your training andassessment strategies.
Asqa is looking for structuredoversight and evidence of their
contribution.
If you've been operating withunderqualified trainers or
minimal industry engagement,it's time to tighten your
workforce compliance.

Four governance and riskmanagement.
No more dodgy RTO practices.
Well, we can always hope.
Finally, let's talk aboutgovernance, because compliance
starts at the top.
Here's what's changing in RTOleadership risk management and
financial accountability.
Stricter, fit and proper personrequirements.

(10:25):
Rto owners, directors and highmanagerial agents must meet
stricter compliance standards.
Asco will now require detailedcompliance records to prove your
team meets regulatoryexpectations.
Financial monitoring and cashflow tracking are now required.

(10:47):
Rtos must have financialoversight mechanisms to track
cash flow and long-termsustainability.
Conflicts of interest must bedisclosed and managed.
If you have related businessinterests, third-party training
partners or potential biases,you must have a documented

(11:08):
conflict management plan.
Biases you must have adocumented conflict management
plan.
Stronger oversight ofthird-party training providers
ASCA wants to eliminate dodgythird-party training deals.
If you use a third-partyprovider, you must have a formal
agreement outlining complianceresponsibilities.
Clear monitoring procedures,evidence of regular quality

reviews.
If you're an RTO owner orexecutive, this is your wake-up
call.
Asqa is watching and theyexpect stronger leadership
accountability.
So there you have it the newstandards for RTOs 2025
completely changed the game.
These changes bring greateraccountability, transparency and

About what you actually need todo.

Here's your compliance actionplan.
1.
Revamp your training andassessment strategies.

Validate assessment tools.
Make sure they align with thenew validation cycles.
Ensure student competencyassessments are rigorous.

Question one will there be atransition period for RTOs?
This is a big one.
The official answer is yes, butdon't get too comfortable.
Asqa has confirmed that therewill be support during the
transition period, but fullcompliance is expected from 1
July 2025.

What does this mean for you?
Asqa will work with RTOs duringthe first 12 months to help
them adjust, but you areexpected to be compliant from
day one.
This isn't a soft launch.
Non-compliance will still be arisk, especially if you fail to
make an effort to implement thechanges.

So, while ASQA isn't planningto immediately penalise RTOs
that are actively transitioning.
They will not accept excusesfrom providers who haven't even
started preparing Action item.
Start now.

Question two do I need toreapply for RTO registration?

No, you don't need to reapplyfor registration just because of
the new standards.
However, there are somecritical admin updates you need
to complete.
Every RTO must submit anupdated self-assurance
declaration in 2025.
Your training and assessmentstrategies must be fully aligned

(15:54):
with the new rules.
If your governance or keypersonnel have changed, you may
need to update your fit andproper person declarations.
Action item Review yourinternal documentation now.

Question three how strict is thenew risk-based assessment
validation requirement?
This is one of the biggestchanges coming in with the new
standards.
Here's what's different.
Every training product on yourscope must be validated at least
once every five years.
High-risk training productsmust be validated more

This includes courses inconstruction, aged care,
aviation and other regulatedindustries.
Validation must be led bysomeone who is independent from
the training and assessmentprocess.
You need evidence of howvalidation outcomes have
improved training delivery.

This is now a high-riskcompliance area and ASQA has
made it clear that assessmentintegrity is a top priority

Question four what happens if anRTO doesn't comply by 1 July
2025?
Look, I'll be honestNon-compliance is going to have
serious consequences.
Asqa has said they will take arisk-based approach to
enforcement, meaning if you areclearly making an effort to

transition, you'll likely begiven support and time to
rectify minor issues.
If you ignore the new standardsand keep doing things the old
way, you risk audits,rectifications or even
deregistration.
Serious breaches like poortraining quality, failing to

(18:08):
validate assessments orinadequate governance will lead
to compliance actions.
This is your warning.
Rtos that don't prepare nowwill be scrambling when audits
start rolling out.

standards?
Audits will look very differentunder the 2025 standards.
Here's what's changing ASCA isshifting to a self-assurance
model.
This means RTOs mustcontinuously improve and prove

Auditors will be checkingrisk-based validation, student
support policies and governancestructures more closely.
Training delivery andassessment evidence will be
heavily scrutinised, especiallyfor RTOs that have accelerated
courses or flexible deliverymodels.

If you can't showself-assurance processes, you
will be flagged for furtherinvestigation.
If your RTO has only beenpreparing for spot audits, you
need to change your strategy.
