From his seemingly begrudging way to pass a tax cut to denying he wants smart cities to his involvement with pushing out Utah's AG and hitting the brakes on Tim Ballard's run for Senate. Like many Republicans, he follows the political winds to gain favor and power, but in the end, no one blocks like Cox.
