Van Staden verwys na uitlatings deur hooggeplaastes in die departement van gesondheid, waar onder meer na burgerlike instellings wat teen die onlangse tydelike Covid-19-reëls litigeer, as saboteurs en terroriste verwys is.

Die skokkende optrede van die minister van polisie by ’n onlangse openbaredeelnameproses word ook genoem.

Hierdie verwikkelinge wek ernstige kommer oor die manier waarop deelname basies as ’n aftikoefening hanteer word. Die publiek loop die gevaar om bloot as passiewe ontvangers van openbare beleid afgemaak te word.

Van Staden benadruk die belangrikheid van openbare deelname as deel van Suid-Afrika se deelnemende demokrasie. Hy reken deelname behoort nou verder te gaan as blote voorleggings aan staatsdepartemente en die parlement.

Van Staden refers to statements made by high-ranking officials in the Department of Health in which, inter alia, civil institutions litigating against the recent temporary Covid-19 rules were referred to as saboteurs and terrorists.

The shocking behaviour of the Minister of Police during a recent public participation process is also touched upon.

These developments give rise to serious concern about the way participation is basically being treated as a tick-off exercise. The public is running the risk of being relegated to mere passive recipients of public policy.

Van Staden emphasises the importance of public participation as part of South Africa’s participatory democracy. He believes participation should now go beyond mere submissions to government departments and parliament.
