Incompetents get hired, retained and promoted in American education because they are key to the mediocrity goals of education leadership. These are the proverbial yes-people; the head bobbers who will say and do anything their bosses require - no matter what. They don't stir the pot, they do not question, and most importantly -- they will never examine any new mandate. They will accept what they are told because they are lemmings.
